Directorate General of Foreign Trade (DGFT) issued Policy Circular No. 07/2024-25 on September 24, 2024, addressing the implementation of previous notifications related to the import of restricted IT hardware. According to DGFT Notification No. 23/2023, 26/2023, and 38/2023, the import of certain IT hardware had been restricted, with clarifications provided through Policy Circular No. 06/2023-24. The new circular modifies the earlier policy by allowing importers to apply for import authorisations valid until December 31, 2024. Existing authorisations issued before September 30, 2024, will also remain valid until the same date. From January 1, 2025, importers must apply for fresh authorisations, with further guidelines to be issued shortly. All other provisions of the earlier circular remain unchanged. This extension aims to provide clarity and additional time for importers to comply with the updated requirements.

Subject: Procedure for implementation of DGFT Notification no. 23/2023 dated 03.08.2023; 26/2023 dated 04.08.2023; 38/2023 dated 19.10.2023; and Policy circular no. 06/2023-24 dated 19.10.2023 beyond 30.09.2024 -reg.

Attention is drawn to DGFT Notification No. 23/2023 dated 03rd August 2023 read with Notification No. 26/2023 dated 4th August 2023 and Notification No. 38/2023 dated 19th October 2023, whereby Import of certain specified IT Hardware was ‘Restricted’. Further, reference is invited to clarifications issued vide Policy Circular No. 06/203-24 dated 19.10.2023 on the said subject regarding establishing Import Management system.

2. In partial modification of Policy Circular No. 06/203-24 dated 19.10.2023, it is clarified that the importers are allowed to apply for Import Authorisations which will be valid up to 31.12.2024. Further, the existing Import Authorisations issued till 30.09.2024 will continue to be valid up to 31.12.2024.

3. All other provisions of the Policy Circular No. 06/203-24 dated 19.10.2023 remain applicable.

4. Importers would be required to apply for fresh authorisations for the period from 01.01.2025 subject to detailed guidance to be provided shortly.
