In exercise of the powers conferred by Section 5 read with Section 3(2) of the Foreign Trade (Development & Regulation) Act, 1992 (No.22 of 1992) and also read with Para 1.3 and Para 2.1 of the Foreign Trade Policy, 2004-2009, the Central Government hereby makes, with immediate effect, the following amendments to ITC (HS) Classifications of Export and Import Items, 2004-2009.
In the statement of Standard Input Output Norms (SION) as contained in the Handbook of Procedures (Vol.2), 2004-2009, as amended from time to time, additions/corrections at appropriate place as mentioned in ANNEXURE “A” to this Public Notice is made.

In exercise of the powers conferred under Paragraph 2.4 of the Foreign Trade Policy, 2004-09 and Paragraph 1.1 of the Handbook of Procedures (Vol.1), the Director General of Foreign Trade hereby makes the following amendments/ additions/deletions/corrections in the Handbook of Procedures, Vol.2, and 2004-2009, as amended from time to time.
Original input invoices with corresponding ER-1/ER-3 duly certified by Central excise authorities showing payments of excise duty in support of the details shown in DBK-III and DBK-IIIA in the format given in Appendix 35.
Consequent upon the ban/restriction imposed as above, it is hereby clarified that exports under transitional arrangements as provided under Para 1.5 of the Foreign Trade Policy, 2004-09 shall not be permitted. This is in force with the issue of Notification No.77 dated 7.2.2008. That is since 7.2.2008, no exports are allowed under transitional arrangements.
After the existing notes in the ‘General Notes for all Export Product Groups’ as contained in the Handbook of Procedures (Vol.2), 2004-2009, as amended from time to time, following note is added.
