Pursuant to implementation of ‘Turant Customs’, OOC of Bills of Entry is being processed as per CBIC Circular No. 09/2019 Customs dated 28.02.2019 and JNCH PN Nos. 29/2019 & 33/2019. The importers have to register Bills of Entry online and after the registration of Bills of Entry, OOC is being given as per automated queuing of Bills of Entry in ICES. There is provision of priority for consignment of AEO importers in ‘Turant Customs’ module.

It is noticed that the Assessing Officers of Groups are, sometimes, giving examination order to verify compliance of RE-44/2000, which may entail opening of the packages and examination. Thus, the very purpose of facilitation for examination by RMS, gets defeated in case of such consignments. It is, therefore, instructed that the Assessing Officers should strictly refrain from giving such examination order which results into opening and examination of the import consignments.
The number of entries of shipping bills/ Airway bills which can be filed in a single online ANF 3D application has been increased from 50 to 250 for claiming MEIS benefit.
Documentary Evidence in the form of a CA/CWA/CS Certificate, which certifies that payments in INR for services rendered as under Appendix 3E have been scrutinized and these payments in INR are approved under RBI guidelines as deemed to be received in foreign exchange and deemed to be earned in foreign exchange – is required to be submitted by applicants which claims benefits for INR payments.
