CBIC has received representations from trade and field formations on certain issues faced in complying with the new requirements in accordance with CBIC Advisory No 02/2021 dated 14.01.2021 & Circular 55/2020-Customs dated 17.12.2020. In this regard, following clarifications are provided by the CBIC for the benefit of all concerned :

Mandatory uploading of the documents in e-Sanchit : In terms of the Board Circular No. 55/2020-Customs dated 17.12.2020, uploading of certain documents in e-Sanchit and declaring their IRN Numbers in the Bill of Entry will become mandatory for certain import items (CTHs) w.e.f. 15.01.2021. In terms of the above Board Circular and further details provided by the Board, details of the CTHs and corresponding mandatory Doc codes are enclosed in ANNEXURE I (Attached to this Public Notice). In case of change in constitution of a PAN based IEC by way of merger, acquisition, liquidation, inheritance etc. such that PAN of the new entity so formed is different from the earlier one, an IEC can be availed against the new PAN, if not existing already. Previous IEC(s) can also be operationally linked to the PAN/IEC of the new entity.
