Reference is also invited to CBIC Notification No. 32/2021-Customs dated 31.05.2021 wherein the Central Government has decided to exempt the goods of the description as specified in the Notifications No. 27/2021-Customs dated 20.04.2021 and 28/2021-Customs dated 24.042021, from the whole of integrated tax (i.e. IGST) leviable thereon under sub-section (7) of section 3 of the Customs Tariff Act, read with section 5 of the Integrated Goods and Services Tax Act, 2017, subject to the conditions specified in this Notification No. 32/2021.
A. In case the importer has applied through online application to PESO and the decision is pending in PESO, the exemption allows them to bring oxygen cylinders on urgency for COVID relief activities in India. B. In case the importer has not applied through online application to PESO, the exemption allows them to bring cylinders for urgent use for enhancing oxygen distribution logistics in India.
While filing Bill of Entry declaration in the system where MBL is not available, MAWB/BL No. shall be declared as NOMBL (in case of sea) or NOMAWB (in case of air), as the case may be, with mandatory declaration of HBL. For regularization with Arrival Manifest, the importers have the option to update the MBL in the Bill of Entry at any point in time later to regularize/link the BE with Arrival Manifest through a simple online amendment process which is auto approved in Customs System. This online amendment process has also been elaborated in the above advisory.
Fees under Para 2.108 (c) (iv) of Handbook of Procedure, 2015-20 is revised from existing Fee not exceeding Rs.200/- per certificate as may be prescribed by concerned agency to Fee of Rs.200/- per certificate.
For the benefit of stakeholders, a one-time drive is being launched by Nhava Sheva Customs to address all the issues relating to non-validation on account of bank account at PFMS level and ensure that the Drawback/IGST refunds are successfully scrolled out to the stakeholders. A list of all cases requiring validation of bank account details at PFMS level is annexed herewith.
