The state governments have urged the Centre to continue levying central sales tax (CST) for the first few years as it will provide some comfort in terms of protecting revenue and fiscal autonomy. This demand came after the union government proposed a three-rate structure for the goods and services tax(GST) last week.

With effect from financial year 2010-11, the threshold of gross turnover for getting the accounts audited has been enhanced from Rs. 40 lakhs to Rs. 60 lakhs. Further, dealers covered under the Package Scheme of Incentives are required to get their accounts audited irrespective of turnover limit.

The Himachal Pradesh Government has, vide a notification, moved most goods falling under „Part II? of the erstwhile Schedule A and liable to tax at 4% to a newly introduced ‘Part II-A’ of the said Schedule A. Effective from 29 March, 2010, these goods shall be liable to tax at 5%.
The Meghalaya budget 2010-11, presented in the Assembly today, proposed to hike the VAT rate on all items, barring wheat and rice, from four per cent to five per cent. Presenting the budget, Finance Minister Mukul Sangma proposed to raise the royalty rate on coal to realise Rs 42 crore. The tax on luxuries will be amended to rationalise the room tariffs, he added.

In a significant development, Speaker of Maharashtra Assembly Mr Dilip Walse-Patil allowed the government to table an ordinance seeking to amend the Value Added Tax Bill.
