Directorate of Income Tax (Systems) issued a notice on October 8, 2024, seeking suggestions for the upcoming Project Integrated e-filing and CPC (IEC) 3.0. The IEC system, which allows taxpayers to file returns and access services, is transitioning from Project IEC 2.0 to a more advanced version, IEC 3.0. This upgrade aims to provide a more secure and user-friendly experience while continuing the services of its predecessor. To ensure that the new system meets user needs, the department is conducting wide consultations with stakeholders, including officers, tax professionals, and taxpayers. Principal Chief Commissioners of Income Tax (Pr.CCIT) have been requested to form committees, led by officers of CIT rank or higher, to gather and consolidate input from regional stakeholders. These consolidated reports must be submitted by November 30, 2024. The Directorate urges this task to be given high priority, as the success of IEC 3.0 is expected to significantly impact both departmental operations and taxpayer services in the future. The notice emphasizes the importance of this consultation process in shaping the improved system.

Subject: Obtaining suggestions for Project Integrated e-filing and CPC (IEC) 3.0 — regarding –

The Integrated e-filing and Centralized Processing Centre (IEC) project provides e-filing platform enabling taxpayers to file their returns, submit statutory forms, and access various services. Another key component of the IEC system is the Centralized Processing Center (CPC), which handles the processing of returns filed through both the e-filing portal and ITBA. In addition to the above, the IEC provides a Back-Office (BO) portal, which is used by the field officers to access taxpayer filing and processing data.

2. The operations phase of the existing Project IEC 2.0 is coming to an end and the process of bringing in a new Project, ‘Project IEC 3.0’ (that shall replace the existing Project IEC 2.0) has already been initiated.

3. Project IEC 3.0 is envisaged to provide not only a continuation of the services rendered by Project IEC 2.0, but also to put in place a significantly improved system to ensure a secure and user-friendly environment.

4. In this context, it is considered desirable to hold wide consultations with the various Project IEC users/ stakeholders and obtain their opinion/ views/ suggestions in respect of the good features/ deficiencies of the existing Project IEC 2.0 as well as the tangible improvements that may be made in IEC 3.0. This is of critical importance since Project IEC 3.0 will have a far reaching impact on the working of the Department as well as for the tax payers and common public in the years to come.

5. Accordingly, it is requested that the Pr.CCIT may constitute a Committee (headed by an officer not below the rank of CIT) for obtaining and consolidating the opinion/ views/ suggestions from department officers, tax professionals, tax payers and other stakeholders, in their respective Regions. The Committee may be constituted within a week of issue of this letter and a copy of the order may be emailed to adg3.systennsinconnetax.00v.in.

6. It is requested that the Committee obtains inputs from the widest cross-section of the officers/ officials and tax payers in the Region. The Committee should consolidate the inputs into a single response for the Region. This single consolidated response may be sent to the email id systemsaincometax.00v.in latest by 30.11.2024.

7. It is requested that this may kindly be accorded a high priority.
