Ok I got it from HC web site. Case dismissed in favour of Revenue.
It is learned from the website of Hon. Gauhathi HC that the case has been dismissed on 13-09-2018. Full text does not appear in the site. Has anybody got it? Please send a copy to kvr2009@gmail.com
