On 15th June 1999, the Government of India issued Notification No. 13(RE-99)/1997-2002, which amended the import policy for silk products under Notification No. 11(RE-99)/1997-2002. The amendment added a new clause to the notification, stating that silk consignments not certified by any foreign inspection agency and found to be below grade 2A will be deemed ineligible for import under the policy. These consignments, once tested by the Central Silk Board and confirmed to be substandard, will be treated as impermissible imports. Customs authorities are responsible for adjudicating such cases accordingly. This change aims to strengthen the enforcement of import standards and ensure the quality of silk products entering India.

NEW DELHI,15th June,1999
S.O (E) – In exercise of powers conferred under section 5 of the Foreign Trade (Development and Regulation) Act, 1992 read with paragraph 1.3 and 4.1 of the Export and Import Policy, 1997-2002, the Central Government hereby makes the following amendments in the Notification of Government of India, Ministry of Commerce No. 11(RE 99)/1997-2002 dated the 3rd June, 1999, namely, –
In the said notification, under (4) appearing in para 2 thereof, the following shall be added at the end of clause (ii):
“However, consignments not certified by any foreign inspection agency and found to be below grade 2A, upon prescribed testing of samples by the Central Silk Board, are to be held as imports not permissible under import policy and shall be adjudicated by the customs authorities accordingly.”
