The Directorate General of Foreign Trade (DGFT), through Notification No. 19/2026-27 dated 2 June 2026, amended the import policy conditions for specified silver-related items under Chapter 71 of ITC (HS), 2022 with immediate effect. The amendment covers ITC(HS) Codes 71061000 (silver powder), 71069110 (silver grains), 71069120 (silver containing 99.9% or more by weight), and 71069190 (other unwrought silver). Under the revised policy, imports by nominated agencies notified by the Reserve Bank of India in the case of banks, by DGFT in the case of other agencies, and by qualified jewellers notified by the International Financial Services Centres Authority (IFSCA) for imports through the India International Bullion Exchange (IIBX), wherever permitted, will now require a valid Import Authorisation issued by the DGFT. The existing restrictions on imports remain, including provisions relating to silver dore imports by refineries against a licence with Actual User (AU) condition. The notification took effect immediately upon issuance.

Subject: Amendment in import policy condition of specific ITC HS Codes covered under Chapter 71 of ITC (HS), 2022, Schedule – I (Import Policy)-reg.

S.O. 2809(E).— In exercise of powers conferred by Section 3 and Section 5 of Foreign Trade (Development & Regulation) Act, 1992, read with paragraph 1.02 and 2.01 of the Foreign Trade Policy, 2023, as amended from time to time, the Central Government hereby amends the import policy condition of specific ITC HS Codes covered under Chapter 71 of ITC (HS), 2022, Schedule – I (Import Policy) with immediate effect:

Effect of the Notification: Import of items under the above mentioned ITCHS codes, through nominated agencies notified by the Reserve Bank. of India, in the case of banks, by the Directorate General of Foreign Trade, in the case of other agencies, and by qualified jewellers as notified by the IFSCA for import through India International Bullion Exchange (IIBX), wherever allowed, shall be permitted only against a valid Import Authorisation issued by the DGFT.
