Operational Risk Capital Rules Revised from April 2027: RBI

Summary: The Reserve Bank of India has issued the Commercial Banks – Forthcoming Instructions Second Amendment Directions, 2026, dated October 23, 2026, revising the minimum capital requirements for operational risk. Chapter IV of the Commercial Banks – Forthcoming Instructions Directions, 2025, together with these amendments, will take effect from April 1, 2027. The amendments provide indicative mapping of Business Indicator constituents to financial statement schedules, while requiring banks to follow the operational risk framework’s descriptions and sub-items wherever financial statement measurement, classification or presentation differs. The revised table clarifies the treatment of operating lease rentals, expenses, depreciation and impairment. Interest rate derivative assets affecting interest income must be included in interest earning assets at positive fair value, without subtracting negative fair values. The Loss Component used in calculating the Internal Loss Multiplier will equal 15 times average annual operational risk losses, net of recoveries. Average losses ordinarily require ten years of high-quality annual loss data; a bank first becoming subject to ILM calculation may use available high-quality data covering five years or more when ten years are unavailable. The amendments also explain how to measure operational losses where bank assets are damaged or destroyed. The amount depends on whether the bank leaves the asset unrepaired, fully repairs or replaces it, or undertakes partial repairs, with the prescribed treatment covering relevant book-value reductions, repair or replacement expenditure and residual clean-up or disposal costs.
