On the 10th of May 2024, the Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce & Industry, Government of India, issued Public Notice No. 04/2024-25-DGFT. This notice introduces amendments in Appendix-2Y of the Foreign Trade Policy (FTP), 2023, regarding the import of inputs subjected to mandatory Quality Control Orders (QCOs) by Advance Authorisation holders, Export Oriented Units (EOU), and Special Economic Zones (SEZ).
The amendments made in Appendix-2Y of the FTP, 2023, are aimed at facilitating import procedures for entities such as Advance Authorisation holders, EOU, and SEZ, regarding inputs subjected to mandatory QCOs. The updated list includes Ministries/Departments whose notifications on mandatory QCOs are exempted by the DGFT for goods to be utilized or consumed in the manufacture of export products.
The latest addition to the list is the Ministry of Mines, pursuant to Notification No. 71/2023 dated 11.03.2024. With this addition, importers dealing with inputs governed by QCOs under the purview of the Ministry of Mines can benefit from the exemptions outlined in Appendix-2Y of the FTP, 2023.
This amendment signifies the Government’s efforts to streamline import processes and promote ease of doing business for entities engaged in export-oriented activities. By exempting certain QCOs, the DGFT aims to reduce regulatory burdens and facilitate the seamless flow of inputs required for export manufacturing.
Public Notice No. 04/2024-25-DGFT, issued by the Directorate General of Foreign Trade, introduces amendments in Appendix-2Y of the FTP, 2023, to enable the import of inputs subjected to mandatory Quality Control Orders by Advance Authorisation holders, EOU, and SEZ. The inclusion of the Ministry of Mines in the list of exempted Ministries/Departments reflects the Government’s commitment to enhancing the ease of doing business and promoting export-oriented activities.
