The Ministry of Corporate Affairs, through a notification dated October 23, 2025, has established several new Registrars of Companies (ROCs) under the powers granted by the Companies Act, 2013, to manage company registration and related functions. This move redefines the jurisdictional boundaries for company registration across several key regions, primarily in the National Capital Territory of Delhi, Uttar Pradesh, Maharashtra, and West Bengal. Specifically, Delhi and Uttar Pradesh will now each have two separate ROCs based on geographic division: Delhi-I at South Delhi and Delhi-II at Central Delhi; and Uttar Pradesh-I at Kanpur and Uttar Pradesh-II at NOIDA. Similarly, Maharashtra now has three ROCs, including Mumbai-I, Mumbai-II at Navi Mumbai, and one at Nagpur, each with distinct district-wise jurisdiction. West Bengal will also see a division with Kolkata-I solely for the Kolkata district and Kolkata-II for the rest of the state, while the State of Haryana will continue to be served by the ROC at Chandigarh. This restructuring, which will take effect from January 1, 2026, aims to reorganize the administration of the Companies Act by creating multiple new jurisdictional offices.

S.O. 4850(E).—In exercise of the powers conferred by sub-sections (1) and (2) of section 396 of the Companies Act, 2013 (18 of 2013), the Central Government hereby establishes following Registrars of Companies in the Ministry of Corporate Affairs mentioned in column (2) of the Table below having territorial jurisdiction as specified in the corresponding column (3) of the Table below for the purpose of registration of Companies and discharging the functions under the said Act, namely:-
