TRADE NOTICE NO. 3/ST/2013-CEXCHD1[F.NO.V(MISC)30/STC/HQ/TRADE NOTICE/10/2010/PT.], DATED 22-3-2013

(I) A copy of letter dated 20-3-2013, vide F. No. IV(24)/20/2012-Systems issued by the Directorate General of Systems, Customs & Central Excise, C.R Building, I.P. Estate, New Delhi- 110109 on the above subject matter, is enclosed (Annexure) herewith for information and guidance for the trade and field formation. The said letter is self – explanatory.

(II) All the Trade Associations/Chambers of Commerce and the members of the RAC/PGRC are requested to bring/publicize the contents of this Trade Notice amongst their Members/Constituents for their information and necessary action.

FILING OF ST-3 RETURNS FOR JULY – SEPTEMBER, 2012 ONWARDS – NEED FOR EXPEDITIOUS DISPOSAL OF PENDING AMENDMENT APPLICATIONS

LETTER [F.NO. IV(24)/20/2012-SYSTEMS], DATED 20-3-2013

As you are aware, the electronic version of the new ST-3 form for the period July to September is under development and is likely to be available on 25th March, 2013 for e-filing by the assessees.

However, Assessees who are registered on or after 1-7-2012 for ‘All Taxable Services – Other than in the Negative List’ or those who have amended their Registration by adding the description ‘Other than in the Negative List’, are required to file amendment to their Registration online to delete the said description and add the relevant description(s) of Taxable Services available in the drop-down list in the online amendment Form. Only after doing so, these assessees will be able to file their return for the period July, 2012 onwards. They should therefore be advised to amend their ST-1 application first and file returns after approval of such amendment application by the Departmental Officers. If they have filed amendment applications but not able to file return it may be because the amendment applications have not been approved by the Departmental Officer.

Since large number of assessees may have this problem, all Range Superintendents falling under your jurisdiction may be directed to accord high priority to pending Amendment Applications and approve them expeditiously.

This issues with the approval of the Director-General, Systems.
