The income tax department has launched a drive to file corrected returns with a view to do away with the problem of held-up refunds and the tax already paid not being credited to the assessees’ name. A large number of people whose tax is deducted at source did not get the payments credited which, in turn, held up refunds. It was because the National Securities and Depositories Limited (NSDL), which accounts the tax receipts, could not record the payments as I-T returns of many did not carry the permanent account number (PAN). In some cases, the returns were not filed at all, said a statement issued by the income tax department.

The drive, which will continue till July, will enable the tax payers to file returns and also update those already filed with corrected PAN. The department has asked the assessees to utlilise the online facility to confirm whether the amount is credited to their name or not by logging on to www.tinnsdl.com and seeing the statement of PAN holder in form number 26AS. In Nagpur, tax worth Rs 126.4 crore has been paid but not accounted for. Returns have not been filed in 1,488 cases at all which PAN was not quoted in 4,638 returns.

    I’VE FILED MY RETURN ON 26 JUN-2009 AT KANPUR RANGE 4(3). EACH & EVERY DETAIL REQUIRED BY THE DEPARTMENT IS PROPERLY FILLED. SO FAR NO REFUND HAS COME.IS THERE ANY WAY I MAY GET THE REFUND?

    u have all the sympathies to I.T.Deptt. could u see the reduction in their workload due to computerisation which should result in faster actions without loss of time, every one should look into the real problems and should be addressed at grassroot level.
    u will agree that refunds must be given to all the assessee within some time frame. early refunds should be the motto and be addressed

    dear netizens! with due regards to yr comments… i wd like to say some thing which is very important…if u visualize the ground realities of the IT Department,u wd sympatz wd them.There r 20-30K returns wd each of the officer wd 2 ministrl staffs to assist, that too some times those are being shared between two officers means additional charges held by officers as well as ministerial staff. as an estimate 30% of total returns received wd result into refunds. an officer has to process all the returns in a chronological sequence, so2 arrive at a refund in the last taxpayer he has to process all the returns. then there a administrative sysytm of placing intimations with the returns,preparation of advice 4 bank, calculation sheets, verification of TDS certificates, mismatching related problms,then preparing covers, noting down in separate registers, RPAD, registers…..n so on. apart from that the same clerk has to receive all the returns of income from the public, to enter it in the registers..n misc work. looking to all these d department is looking 4ward for restructuring of the department wherein posts at all the levels r going to be increased.apart from that delay in the refund in sm cases may b due to mismatch of PAN TDS etc. All d teams of the deptt r trying thr best to copup wd the increase in the nos of the taxpayers which hs been 4 folds whs as staff has been decreased..

    THE SERVICE OF THE INCOME-TAX DEPARTMENT IS DETERIORATING DAY BY DAY. THE DEPARTMENT ITSELF DOES NOT WANT TO SMOOTHEN THE PROCESS OF REFUNDING EXCESS MONEY PAID BY THE ASSESSEE. THEY ONLY BRING MORE PROBLEMS TO THE ALREADY SUFFERING ASSESSEES. IN INDIA, YOU CANNOT EXPECT THE GOVERNMENT DEPARTMENTS TO PROVIDE YOU GOOD SERVICES. COMPARE THE DEPARTMENTS WITH THOSE OF SOME FOREIGN COUNTRIES AND YOU WILL KNOW WHERE WE ARE.

    With reference to the comment of surendra kr. Sharma it must be categorically remembered that OMBUDS MAN is a hoax. Mr. Sharma does not know what is the Ombuds Man of Delhi doing. He always advises 3-4 months after getting letters to see the ITO only. So,
    Ombuds Man is nothing but a more inefficient picture of income tax office. Long ago I saw a comment of a retd. chief income tax commissioner. He also said same thing. Ombudsman post is not for work but for other reasons I dont want to write. I know because I am a sufferer. Ultimately you must pay to ITO or his clerk. Why pay twice at 2 places?

    The main culprit is the banks which collect TDS on fixed deposits.
    state bank of India do not send the refunds collected to the Government in the individual assessee’s name and PAN but send a consolidated list of the Branch of the Bank. Did IT department or the State Bank of India care to look into this and correct the situation.

    I would request the administrator of this sit to forward to the FM, Revenue Secretary, Chairman of CBDT, CBI Director General and CVC all the news items and all the comments uploaded so far relating to IT refunds. I am sure, the FM and the Revenue Secretary will act.

    I’VE FILED MY RETURN ON 17 JULY 2009 AT KANPUR RANGE 4(3). EACH & EVERY DETAIL REQUIRED BY THE DEPARTMENT IS PROPERLY FILLED. SO FAR NO REFUND HAS COME. WHEN CONTACTED THE OFFICE/OFFICER, HE SAW THE FILE & SAID IT WOULD TAKE TIME. IN FEB 2010 HE SAID THE REFUND UP TO JUN 09 IS CLEARED. IT’S MAY 2010 NOW, DESPITE SEVERAL VISIT TO DEPARTMENT NOTHING IS DONE, THEY ARE NOT EVEN PROPERLY REPLYING. IS THERE ANY WAY I MAY GET THE REFUND? I WOULD BE THANKFUL IF SOMEONE COULD HELP.     Most of the assessees are harassed with out dated refund cheques kept with the dispatch section of the it department waiting for the parties to contact them for monetary consideration. This is an open secret. Unless some drastic action is taken to send the refund cheques in time with penal provisions on the concerned officers there seems to be no remedy for this.

    I.T. refunds for years of mant assesses are pending. seperate numbers are allotted to ITR of refunds therefore their process should not take much time. if the figures do not matches the assesses should be informed to submit required details which is holding the refund. if one try honestly to resolve the problems on this subject there are ways to do so. take help from private persons who are retired persons with Finance and taxaion background. this is a suggestion which can be further elaborated on personal meetings and interviews or interactions, thanks

    Unless and until the CBDT and the Chief Commissioners of Income Tax are compelled to visit and watch all the websites dealing with grievances of thousands of persons who just do not get refunds of excess income tax paid and deducted at source. They are otherwise always cocooned in their own world to avoid the ground realities. It is so bad that the CAG has to appear on the scene and highlight the sad plight of these aggrieved people. But what is now called for is punitive action against erring officers.
