Subject : – Re-assignment of 8 digit Codes of ITC(HS) to the Scheduled Chemicals
of CWC as given against Category 1 B and 1 C to Appendix 3 to Schedule 2 of ITC(HS) Classification of Export & Import items, 2004-2009 –regarding .
Attention is invited to provisions contained in ITC(HS) Classification of Export and Import items, 2004-2009 relating to the export and import of Scheduled Chemicals of CWC.
2. The Government has re-assigned 8 digit of ITC(HS) Codes to the Scheduled Chemicals of CWC and notified them in the Customs Tariff. Some of the commercially important Schedule 2 Chemicals are given at Annexure ‘A’ of this Circular. It is reiterated that the export of these chemicals is allowed only as per provisions in Appendix 3 to Schedule 2 of ITC(HS) after due consideration by the IMWG at DGFT (Hqrs) and not under the Advance Licence and other Export Promotion Scheme. Also the import of these chemicals is allowed freely, except from the 25 countries given at Annexure ‘C’ of this Circular.
3. Most of the chemicals at Schedule 3 of CWC as given at Category 1C under Appendix 3 to Schedule 2 of ITC(HS) are also re-assigned 8 digit codes of ITC(HS) and given at Annexure ‘B’ of this Circular. It is also reiterated that the import of these chemicals is freely allowed. Exports of these chemicals is also freely allowed except to the countries as given at Appendix ‘C’ of this Circular. The exports of these chemicals to the countries at Annexure ‘C’ is permissible only against an export licence issued after due consideration by the IMWG at DGFT (Hqrs) and not against any advance licence. In cases of applications for exports under Advance Licence and other Export Promotion Scheme, except for countries as at Annexure ‘C’, the firms should be advised to follow the policy in detail as given against Category 1C of Appendix 3 to Schedule 2 of ITC(HS).
