The Directorate General of Foreign Trade (DGFT) has announced the abeyance of Public Notice No. 05/2024-DGFT dated 27th May 2024, which aimed to modify wastage norms concerning gold/platinum/silver export items. This decision comes following industry consultations and aims to address challenges faced by the gem and jewellery sector.

Background of Public Notice No. 05/2024: The initial Public Notice sought to amend wastage norms and Standard Input Output Norms (SIONs) related to gold, platinum, and silver content in export items. Industry consultations were held to discuss the proposed modifications, with representations from the Gem & Jewellery Export Promotion Council (GJEPC) and other stakeholders.

Industry Representation: The Gem & Jewellery Export Promotion Council highlighted difficulties faced by the gem and jewellery sector, as well as MSMEs and handmade jewellery manufacturers, due to the proposed changes. Concerns were raised regarding the impact on manufacturing workflow and the justification for process wastage and recovery at different stages of production.

Extended Opportunity for Data Submission: In response to industry concerns, DGFT has provided another opportunity for stakeholders to submit further corroborative data on manufacturing workflow and justifications for process wastage and recovery. GJEPC and industry stakeholders are encouraged to provide relevant information to the concerned Norms Committee within the next month.

Abeyance of Public Notice: In exercise of powers conferred under Paragraph 1.03 and 2.04 of the Foreign Trade Policy 2023, DGFT has placed Public Notice No. 05/2024-DGFT in abeyance until July 31, 2024, with immediate effect. During this interim period, wastage norms as per the Handbook of Procedures 2023 and SIONs MI to M7, as existed prior to the issuance of Public Notice No. 05/2024, stand restored.

Subject: Abeyance of Public Notice No. 05/2024 dated 27.05.2024.

F. No. 01/94/180/104/AM24/PC-4.—Whereas Public Notice No. 05/2024 dated 27.05.2024 had been issued to modify the wastage permissible and Standard Input Output Norms with reference to Gold/Platinum/Silver content in export item, Industry consultations on the subject had been held on 05.03.2024 and 21,03.2024 Now keeping in view the representation of the Gem & Jewellery Export Promotion Council highlighting the ensuing difficulties to their sector and MSME & handmade jewellery manufacturers, another opportunity to industry for submission of further corroborative data on manufacturing workflow and justification for process wastage and recovery at different stages is being provided. GJEPC/industry may provide information/data to the concerned Norms Committee within a period of next one month.

2. Accordingly DGFT in exercise of powers conferred under Paragraph 1.03 and 2.04 of the Foreign Trade Policy 2023 as amended from time to time hereby places the Public Notice No. 05/2024 dated 27.05.2024 in abeyance up to 31st of July, 2024, with immediate effect. For the interim period, wastage norms under Para 4.59 of Ilandbook of Procedures 2023 and SIONs MI to M7 as existed prior to issuance of the said Public Notice No. 05/2024 dated 27.05.2024 stand restored.

Effect of the Public Notice: Public Notice No. 05/2024 dated 27.05.2024 is kept in abeyance till 31st of July, 2024 for reassessment of permissible wastages and SIONs as per request of GJEPC.
