Customs House, Visakhapatnam, has announced a significant update regarding rice export procedures through Public Notice No. 24/2024, dated December 4, 2024. This to bring into the Attention of Exporters, Customs Brokers and other Trading Public is invited to the Public Notice No. 22/2023 issued by this Custom House prescribing drawing of samples for all rice export consignments in view of the erstwhile Tariff/Non-Tariff barriers such as export duty, prohibition for export etc., on certain varieties of rice. Now, since export duty on all varieties of rice is NIL and export policy is also ‘free’ except for broken rice, it has been decided to discontinue the practice of routine sampling of rice for export consignments. However, the requirement of drawing a sample would be decided by the Assistant/Deputy Commissioner of Customs in charge of assessment and examination on a case to case basis wherever it is felt necessary to check the correctness of the declaration.

The Customs House has issued Public Notice No. 24/2024 concerning the export of rice, bringing an important change that will affect export procedures for rice consignments.

Previously, as per Public Notice No. 22/2023, the routine process for exporting rice involved the drawing of samples for testing. This was done in response to the earlier implementation of tariff and non-tariff barriers—such as export duties and export prohibitions—on certain varieties of rice. These measures were designed to ensure compliance with export regulations and to verify the correctness of declarations made by exporters

Key Change: Discontinuation of Routine Sampling

With the export duty on all rice varieties now NIL and the export policy classified as ‘free’ for most types (except broken rice), Vizag Customs has decided to discontinue mandatory routine sampling before issuing a Let Export Order. This change aims to streamline the export process, saving time and reducing costs for exporters.

Case-by-Case Sampling Authority Retained

Although routine sampling has been abolished, Customs retains the authority to require sampling on a case-by-case basis. The Assistant/Deputy Commissioner of Customs in charge may mandate testing if there is any doubt regarding the accuracy of an exporter’s declaration.
