The Office of the Commissioner of Customs, Chennai-IV, under the Government of India, has issued a crucial public notice regarding the export of silk waste. This notice outlines significant changes in the clearance procedures, emphasizing inspection and certification by authorized officers. Let’s delve into the details of these new regulations and their implications for exporters and stakeholders.
1. Regulatory Changes: The public notice, numbered 20/2024, highlights the amendment in the export clearance process for silk waste falling under ITC (HS) code 5003. Previously, such consignments were cleared for export without stringent inspection requirements. However, with the new directive, exporters must obtain inspection reports or test reports from authorized officers designated by the Central Silk Board (CSB), Ministry of Textiles, Government of India.
2. Authorized Officers and Testing Labs: The notice identifies specific officers and testing laboratories nominated by the Central Silk Board for this purpose. Exporters must engage with these authorized entities to facilitate the inspection and certification process. The involvement of experienced personnel ensures adherence to quality standards and regulatory compliance.
3. Examination Protocol: Under the revised procedure, all silk waste export consignments are subject to 100% examination in the presence of the CSB authorized officer. This meticulous examination aims to verify the quality and classification of the goods. Exporters bear the responsibility for any testing or inspection charges incurred during this process.
4. Documentation and Certification: The export clearance process relies heavily on the issuance of inspection certificates or test reports by the designated officers. These documents serve as crucial evidence of compliance and facilitate the granting of the Let Export Order (LEO) by Customs authorities. Until the Central Silk Board is registered as a Participating Government Agency (PGA) in ICEGATE/ICES, the submission of physical documents remains mandatory.
