ICAI Allows Provisional Registration in CA Foundation Course after passing Class X Examination

With an aim to provide high quality education and keeping the future global business competencies in mind, the Institute of Chartered Accountants of India (ICAI) from time-to-time reviews its system of education and training to make it more contemporary & relevant to the global market. With the prime objective to develop the requisite Skill Sets for budding Chartered Accountants and enrichment of their professional Skills, ICAI is undertaking various initiatives from time to time.

With the same thought process and considering various requests received from the stakeholders, ICAI had submitted a proposal to the Government of India for amending the relevant regulations of the Chartered Accountants Regulations, 1988 w.r.t. “Change in Entry Requirement”.

CA. Atul Kumar Gupta, President, ICAI said “The Institute has recently got the approval of Government of India for amending the Regulations 25E, 25F & 28F of Chartered Accountants Regulations, 1988 which now enables candidate to provisionally register in the Foundation Course of ICAI after passing Class X examinations. However, provisional admission to Foundation course will only be regularized once the candidate clears Class XII exams.”

President, ICAI further added “The basic objective behind the proposal was to allow students to provisionally register in Foundation Course after passing the Class X examination. This will help the students to prepare for Foundation course while pursuing Class XI & XII and thus students would have ample time to update their knowledge & acquire requisite techniques to appear & pass CA Foundation with flying colors. ICAI also offer free online classes to students of Foundation which can be accessed anytime, anywhere.”

After appearing in Class XII examination in February/March, the students would then be eligible to appear in Foundation Examination to be held in May/June.

Advantages with New Entry Requirement:

  • Students can Provisionally Register themselves for CA Foundation Course after passing the Class X examination hence providing them with more time for developing, understanding and preparing for the professional course.
  • Complete four months study period while pursuing Class XI & XII
  • Appear in Foundation Examination in the month of May/June immediately after appearing in Class XII examination.
  • Complete CA course and become Chartered Accountant, 6 months in advance, due to early admission.

FAQs for Provisional Admission to Foundation Course

Q-1: I am a Class XI student who passed class X recently. Am I eligible to register for the Foundation Course?

Ans : Yes. Students after passing Class 10th examination conducted by an examining body constituted by law in India or an examination recognised by the Central Government or the State Government as equivalent thereto, may provisionally register in Foundation Course of ICAI.

Q-2: I am a Class XII student. Am I eligible to register for the Foundation Course?

Ans : Yes. Students after passing Class 10th examination conducted by an examining body constituted by law in India or an examination recognised by the Central Government or the State Government as equivalent thereto may provisionally register in Foundation Course of ICAI. Such students are required to register latest by 1st January, 2021 so as to eligible to appear in May/June, 2021 Foundation Examination.

Q-3: I am a Class XII student who wish to become CA. When can I register for the Foundation course?

Ans : You can register with the Board of Studies of the Institute on or before 1st day of January or 1st day of July for the examination to be held in the months of May/June or November/December respectively. In other words, 4 months study period is required before appearing in Foundation Examination.

Q-4: I am a class XII student and if I register for the Foundation course now, will I be able to appear in the Foundation exams being held in May 2021 ?

Ans : Eligibility Criteria for appearing in Foundation Examination is as under:-

(a) Student has to register with the Board of Studies of the Institute on or before 1st day of January or 1st day of July for the examination to be held in the months of May/June or November/December respectively. In other words, 4 months study period is required before appearing in Foundation Examination.

(b) Student should have appeared in the Senior Secondary (10+2) Examination conducted by an examining body constituted by law in India or an examination recognised by the Central Government (or the State Government) as equivalent thereto (for the purpose of admission to graduation course)

Q-5: I am a Class XII student who will be appearing in class XII exams. in March/April 2021. Suppose I register and clear Foundation exams of May 2021 but I fail to clear class XII exams, will my Foundation result be valid?

Ans : Your provisional admission to Foundation course will be regularized only when you clear Class XII exams.

Q-6: Is there any change in the syllabus and fee of the Foundation Course?

Ans : Candidates may note that there is no change in the Syllabus and Registration Fee of the Foundation Course.

Q-8: How will I be able to get the Study Material?

NOTIFICATION

No.1-CA(7)/193/2020.–Whereas certain draft regulations further to amend the Chartered Accountants Regulations, 1988, were published by the Council of the Institute of Chartered Accountants of India, as required by sub-section (3)of section 30 of the Chartered Accountants Act, 1949 (38 of 1949) in the Gazette of India Extraordinary, Part III Section 4, vide notification F.No.1-CA(7)/193/2020 dated the 4th May 2020, inviting objections and suggestions from persons likely to be affected thereby, before the expiry of forty-five days from the date on which the Gazette containing the said draft regulations was made available to the public;

And whereas the said Gazette was made available to the public on the 4th May 2020;

And whereas the objections and suggestions received from the public on the said draft regulations have been considered by the Council of the Institute;

Now, therefore, in exercise of the powers conferred by sub-section (1) of section 30 of the aforesaid Act, the Council, with the approval of the Central Government, hereby makes the following regulations further to amend the Chartered Accountants Regulations, 1988, namely:-

1. (1) These regulations may be called the Chartered Accountants (Amendment) Regulations, 2020.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Chartered Accountants Regulations, 1988 (hereinafter referred to as the said regulations), in sub-regulation (1) of regulation 25E,-

(i) for the words, brackets and figures, “appeared in the Senior Secondary (10+2)”, the words and figures “passed the Class 10th” shall be substituted;

(ii) the words “for the purpose of admission to graduation course” shall be omitted.

3. In sub-regulation (1) of regulation 25F of the said regulations,-

(i) for clause (a), following clause shall be substituted, namely:-

“(a) is registered with the Board of Studies of the Institute on or before the 1st day of January or the 1st day of July for the examination to be held in the months of May/June or November/December respectively; and has complied with such other requirements as may be decided by the Council from time to time; and”;

(ii) in clause (b), for the word “passed”, the words “appeared in” shall be substituted.

4. In regulation 28F of the said regulations,-

(i) for sub-regulation (3), the following sub-regulation shall be substituted, namely:-

“(3) No candidate shall be registered for the Intermediate Course unless he has passed the Foundation Examination under these regulations and Senior Secondary (10+2) examination conducted by an examining body constituted by law in India or an examination recognised by the Central Government or the State Government as equivalent thereto for the purpose of admission to graduation course and has complied with such other requirements as may be decided by the Council from time to time.”.
