In his brilliant talk on the history of innovation Steven Johnson notes, that there are a dozen different metaphors that are used to describe new ideas – sparks, flashes, lightbulb moments, brainstorms, breakthroughs, eureka moments and epiphanies. The verbiage straining to match rhetorical flourish to the innovation it describes.

Yet. florid as they may be, none of them captures what an idea essentially is at an elemental level. Perhaps, a good idea in essence is a network. A specific constellation of neurons firing in-sync in a brain giving birth to an idea. Therefore, far from being singular, ideas are more like swarms. The two variables observed as most affecting such neural networks are size and connectivity.

Last week, the Annual Conference of Chief Commissioners of Customs 8z, CGST was a step towards building such a network – to introspect, reflect and ideate collectively so as to set for ourselves an agenda and a concrete action plan for current financial year.

Spread over two days, the Conference featured structured sessions on a holistic approach to Compliance Management, examination of learnings from the Time Release Study, 2022; steps for Revenue Augmentation; Litigation Management and the mode of institutionalizing a Performance Management System that would keep all of us constantly focussed on our goals and service delivery. We also had a Sunshine Session where young officers were given an opportunity to showcase their innovative solutions for imparting efficiency in our working. In terms of values, the Conference stressed the need to maintain a good balance between achievement of goals/targets and the means of achieving these. Detailed minutes and key action points from the conference will be issued shortly.

On the Anti-Evasion side, on the basis of a specific input from the National Customs Targeting Centre, officers of Delhi Customs Preventive Commissionerate intercepted a consignment declared as Photocopy Paper at ICD Palwal, Haryana. Examination of the consignment revealed that except the front row, the consignment contained more than 79,00,000 cigarettes having an approximate value in excess of Rs. 15 Crore. Kudos to the officers for a fantastic detection.

Further, on the sidelines of the Conference, a Booklet on “FAQs on e- Invoice”, published in Tamil & English, by Chennai CGST Zone was released by the Secretary, Department of Revenue. The compilation is a handy resource in providing clarifications regarding various issues that maybe faced during the preparation of e-invoices and thereby would promote voluntary compliance. My sincere Congratulations to Pr. Chief Commissioner, Chennai GST for an excellent initiative.
