The Finance Ministry has overhauled its Income Tax intelligence wing in order to speed up investigation of high value cases of Rs 10 lakhs and above and stop new methods of tax evasion. Commissioners of Income Tax (CITs) of the Central Information Branch (CIB) will now report to the intelligence wing headquartered in the national capital.

The CIB and the intelligence wing, which were till now performing support role for the conduct of search and survey operations for the investigation arm of the department, will henceforth independently probe cases oftax evasion, official sources said.

The CIB is the nodal office in the department to gather all documents pertaining to transactions in relation to which Permanent Account Number (PAN) or General Index Register Numbers are given during sale and purchase of property and monetary deposits.

“The re-structuring of the Central Information Branch will ensure current, constant and consolidated reporting and delivery of information on transactions, including high value financial ones which are around Rs 10 lakhs or more,” sources said.

    This is totally a false news since postings to these sensitive divisions in the income tax department as usual and as ever still are made on very special considerations, and in exchange of very substantial consideration including the mode of IOUs. It is not the question of the manner but the content of a matter that is meaningful. Whatever revamping of the investigation or intelligence set up is done, the results depend finally upon the men who man the posts. If these posts are available in the market for sale, and are freely purchasable, then these exercises are merely to play to the gallery, as is the intention behind this type of news from the ministry/revenue department of which the irrelevant and subservient CBDT is a mere subordinate adjunct, whatever statutory provisions are in existence. And, in any case, the ministry is going to do away with the redundant institution of the CBDT with the enactment of the DTC. After that, as the Enforcement Directorate is headed by the all-knowing and the omniscient/omnipotent generalists, the IAS, CBDT is bound to be headed by an IAS only. Then why is there so much masquerading?
