Customs Instruction 16/2026 Adds ICD Dhanakya as Food Import Entry Point

Summary: The Central Board of Indirect Taxes and Customs (CBIC), through Instruction No. 16/2026-Customs dated 18 September 2026, has updated the list of authorised officers and notified Points of Entry for food imports. The instruction refers to Customs Instruction No. 04/2026-Customs dated 20 April 2026 concerning authorised officers under Section 25 read with Section 47(5) of the Food Safety Standards Act, 2006 and Regulation 13(1) of the Food Safety Standards (Import) Regulations, 2017. It also refers to the Food Safety and Standards Authority of India notification dated 15 September 2026. Following a review of the Points of Entry notified for food imports, FSSAI has added ICD Dhanakya, Jaipur, Rajasthan, bearing port code INDNK6, to the existing 171 Points of Entry. The authorised officers at this Inland Container Depot and Special Economic Zone entry point are the Superintendent, Appraiser, Inspector or Examiner. Consequently, the total number of specified Points of Entry for food imports has increased to 172. An updated consolidated list specifying the port name, port code, State or Union Territory, authorised officer and port type has been provided in Annexure-A. Customs formations have been requested to sensitise officers under their jurisdiction regarding the change. Instruction No. 04/2026-Customs dated 20 April 2026 stands modified to this extent. Any difficulties arising in implementing the instruction may be brought to the notice of the Board.

Madam/Sir,

Reference is invited to Customs Instruction No. 04/2026-Customs dated 20.04.2026 regarding authorized officers under Section 25 read with Section 47(5) of Food Safety Standard Act, 2006 and Regulation 13(1) of FSS (Import) Regulation 2017 and FSSAI Notification dated 15.09.2026 (copy enclosed).

It is stated that, FSSAI has reviewed the Points of entry notified for food imports and vide above notifications dated 15.09.2026 and has notified Authorized Officers (FSSAI officials and Customs officials) at following Point of Entry (PoE) in addition to 171 already specified Points of Entry for food import:

For the ease of reference, updated list of 172 Points of Entry and notified authorized officers, is attached as Annexure-A.
It is requested that necessary action may be taken to sensitize officers under your jurisdiction regarding the said matter. The above instruction No. 04/2026-Customs dated 20.04.2026, is modified to that extent.
The difficulties, if any, may be brought to the notice of the Board.
