The Central Board of Indirect Taxes & Customs (CBIC), under the Ministry of Finance, issued Instruction No. 04/2026-Customs dated 20th April 2026 concerning Authorised Officers under Section 25 read with Section 47(5) of the Food Safety and Standards Act, 2006 and Regulation 13(1) of the Food Safety and Standards (Import) Regulations, 2017. This instruction modifies earlier Instruction No. 31/2025-Customs and incorporates updates based on notifications issued by the Food Safety and Standards Authority of India (FSSAI) dated 06.01.2026 and 09.04.2026. The update follows a review of notified Points of Entry for food imports, aiming to streamline regulatory oversight and ensure compliance with food safety standards at designated import locations. The circular emphasizes alignment between Customs authorities and FSSAI in implementing the revised framework for authorised officers at import points.
As part of the revision, five additional Points of Entry have been notified, increasing the total number to 171. These include ICD Dhirpur (Haryana), Electronic SEZ Park Gandhinagar (Gujarat), ICD Naya Raipur (Chhattisgarh), ICD Dahej (Gujarat), and ICD Varnama (Gujarat). Authorised Officers at these locations include both FSSAI officials and Customs officers such as Superintendents, Appraisers, Inspectors, and Examiners. An updated list of all notified Points of Entry and authorised officers has been provided in Annexure-A for reference. Field formations have been directed to sensitise officers regarding these changes and implement the revised instructions accordingly. Any operational difficulties are to be reported to the Board for further consideration.

Reference is invited to Customs Instruction No. 31/2025-Customs dated 03.11.2025 regarding authorized officers under Section 25 read with Section 47(5) of Food Safety Standard Act, 2006 and Regulation 13(1) of FSS (Import) Regulation 2017 and FSSAI Notification dated 09.04.2026 and Notification dated 06.01.2026 (copy enclosed).
2. It is stated that, FSSAI has reviewed the Points of entry notified for food imports and vide above notifications dated 09.04.2026 & 06.01.2026 has notified Authorized Officers (FSSAI officials and Customs officials) at following five points of Entry in addition to 166 already specified Points of Entry for food import:
