The motto is to issue the registration certificate, called Goods and Services Tax Identification Number (GSTIN), to taxpayers who have already been issued provisional ID for registration (PID) as well as to the new taxpayers.
Aggregate Turnover: total value of (Taxable supplies + exempt supplies + export of goods and services + inter-state supplies) in a Financial Year. Since Composition Taxable person cannot make inter-state supply, value of inter-state supply has to be Zero in case of such Taxable person. Further, for determination of aggregate turnover, the tax paid under GST law is not to be included.
1. Composition levy is an alternative method of levy of tax for small taxpayers whose turnover is up to Rs. 75 lakhs / Rs. 50 lakhs in case of Special Category States.
As per Rule 7 of CGST Rules, 2017 read with Section 10(1) of the CGST Act, 2017, rates fixed for composition levy (to be paid as CGST) for different classes of persons taxable person registered in composition levy scheme are as follows:
Composition scheme should be opted by only those manufacturers or traders who sells directly to the consumers. Composition scheme can also be opted by restaurants and their aggregate turnover exceeds Rs. 20 Lakhs and is upto Rs. 75 Lakhs.

The composition levy is an alternative method of levy of tax designed for small taxpayers whose turnover is up to Rs. 75 lakhs. The purpose and objective of composition scheme is to bring simplicity and to reduce the compliance cost for the small taxpayers.
Section 10 of Central Good and Service Tax Act, 2017 introduced the concept of Composition Scheme. This facility can be availed by any supplier of goods as well as services. One major point to be understood about this scheme is that it is an option provided to registered taxpayers already registered under the Act.
