SEBI in its circular dated 30th December, 2022 introduced Investor Risk Reduction Access (IRRA) platform for the protection of interest of investors and to avoid disruption of trading services provided by the Trading Member (TM).
> Main Objective for Introduction of IRRA Platform:
In order to prevent the disruption in some Cases like TM being unable to move to Disaster Recovery Site within stipulated time, cyber attacks etc. And to avoid risk of non-availability of avenues to close their positions particularly if markets are volatile.
> Framework of IRRA Platform:
The IRRA platform works at 4 stages.
Particulars | Compliances |
Development of the Service | Proper platform to be developed by exchange for providing the investors opportunities to square off /close the open positions and/or cancel pending orders.
This IRRA service shall support multiple segments across multiple exchanges. |
Enablement of the Service | Enabled services are on Suo-moto basis by exchange.
In case any disruption of trading service Of trading Member, such member may request to use the service for all the exchanges. |
Access to Investors | Once the service is enabled, it shall informed by SMS, EMAIL, Public Notice, displaying on website of the trading member.
By using Unique Client Code or Pan Number, investor able to login the service. An OTP shall be sent to registered email id and Mobile Number of Investors. |
Action to be taken | Investors able to square off /close the open positions or cancel the orders which are pending.
This service also provides access to admin terminal to Trading member so that such member also monitors the actions of investors and maintains evidence of such instructions. |
Reverse Migration to the TM’s systems | After Cut off time for enablement of IRRA service, in case any disruption arise Members with consultation of SEBI extend the market hours,
On the basis of size of broker and remaining time for trading session, Stock Exchange decides on reverse migration. |
