CBDT promotes 143 officers of Indian Revenue Service to the grade of Joint Commissioner of Income Tax (JCIT) purely on ad-hoc basis in Level-12 in the pay matrix Rs. 78,800-2,09,200/-, w.e.f. 01.01.2022 or the date they assume charge to the post of JCIT, whichever is later, for a period upto 31.12.2022 or till these officers are appointed on regular basis, whichever is earlier vide Office Order No. 352 of 2021 dated 30th December, 2021.

OFFICE ORDER NO. 352 OF 2021

The president is pleased to appoint the following officers of Indian Revenue Service to the grade of Joint Commissioner of Income Tax (JCIT) purely on ad-hoc basis in Level-12 in the pay matrix Rs. 78,800-2,09,200/-, w.e.f. 01.01.2022 or the date they assume charge to the post of JCIT, whichever is later, for a period upto 31.12.2022 or till these officers are appointed on regular basis, whichever is earlier. These promotions are being effected on in-situ basis and the officers will continue to discharge the same functions and duties as they were discharging before their promotions until further orders:-

2. These appointments are intended to be purely on ad-hoc nature subject to the following conditions: –

(i) Such appointments shall not confer any right to the officers for continued officiating or seniority or for regular promotion and shall be governed by the instructions of DOP&T as contained in OM No. 28036/8/87-Estt.(D) dated 30.03.1988 and instructions issued by Government from time to time;

(ii) These appointments will not confer any right or equity in favour of the appointees.

3. The officers who are presently working in CBDT/DoR as Under Secretary or DCIT (OSD) shall continue to be posted at the same place as JCIT (OSD) and shall continue to discharge the same functions and duties as they were discharging before their promotions, until further orders. The salary and other allowances in respect of these officers shall be drawn and disbursed by Principal CCIT (CCA), Delhi.

4. The appointment of officers who are presently working outside the Cadre for whatsoever reason and who are on leave, shall be effective with effect from the date they assume charge of the post of Joint Commissioner of Income Tax (ad-hoc) in the Cadre.

5. All the Pr. CCsIT/Pr.DGsIT are requested to ensure that compliance reports to this order be sent to the Board within 15 days. In case, any officer submits any representation as to decline to accept appointment, the same may be forwarded to the Board for consideration of the Appointing Authority. All the relieving and joining should mandatorily be done by 07.01.2022 by the officer concerned and approved by the concerned Pr. CCIT(CCA) on line on www.irsofficersonline.gov.in.
