Sub : Extension of Dates for Annual Returns 9 + 9C and Extension of GSTR-3B due to Banking issues

Respected Sir,

Indian economy is facing new problems along with global economic issues. Adding to dealers woes, GST portal has been a major source of harassment of taxpayers. To worsen the situation, we are now facing YES BANK crisis.

Today we are writing you to take immediate steps on above mentioned subject in next GST council meeting to be held on 14th March 2020.

1) EXTENSION OF ANNUAL RETURN 9 & 9C for Year 2018 – 19 : With great difficulties, taxpayers have filed Yearly return 9 and 9C for Y 2017 -18. GSTN did not solve problems which taxpayers have faced while filing Y 2017-18 returns. While filing Y 2018 -19 returns, many of AUTO POPULATED fields not displayed. Multiple error relating to Offline utility and Server are being faced. Looking at these problems, we need to extend the dates. GSTIN should be guided to take cohesive action on this front and test the utility and server rigorously. Portal should be closed for maintenance and should be live only when all problems are solved. As such, last date of filing returns should be 30th June 2020, subject to proper working of portal.

2) EXTENSION OF GSTR-3B DUE TO YES BANK PROBLEM:YES BANK crisis has halted business operation and giving a big dent to Indian economy. Like all economies, Indian economy is also dependent on smooth banking operations. Inter banking transaction is key to business. Due to YES BANK crisis, money of many people are stuck in bank. To worsen the situation, those people who are having transaction with YES BANK account holders, are also stuck and facing financial crisis. Many online payment APP’s like BhartaPe, PAYTM etc have payment gateway via YES BANK. It is impossible for many taxpayers to deposit desired GST in government account. Looking at this unusual problem, we need to extend GSTR-3B till YES BANK problem is solved. GST Council may declare last date after YES BANK crisis is resolved.
