The Government of India issued Notification No. 28(RE-99)/1997-2002 dated September 23, 1999, revising the export policy for Niger Seeds under the Foreign Trade (Development and Regulation) Act, 1992. This notification amends the earlier Notification No. 20(RE-99)/97-2002 dated July 9, 1999, and applies to Code No. 1207 in Schedule 2 Table B of the “ITC(HS) Classifications of Export and Import Items 1997-2002.” Exports of Niger Seeds are now canalised, with TRIFED designated for exports to all permissible destinations except the USA, as per the directions of the Director General of Foreign Trade (DGFT). For exports to the USA, specified canalising agencies, including NAFED, NDDB, and state-nominated agencies from Madhya Pradesh, Karnataka, Bihar, and Andhra Pradesh, are authorised to either export directly or register qualified exporters. These registered exporters may be granted permits to undertake Niger Seeds exports. This notification aims to streamline the export process while ensuring compliance with policy directions. It was issued by the Director General of Foreign Trade in the public interest.

In exercise of the powers conferred by Section 5 of the Foreign Trade (Development and Regulation) Act,1992 (No.22 of 1992) read with paragraph 4.11 of the Export and Import Policy,1997-2002, the Central Government hereby, in partial modification of the Notification No. 20(RE-99)/97-2002 dated 9.7.99, makes the following amendment in the entry at Code No. 1207 relating to export of Niger Seeds, in Schedule 2 Table B of the book titled “ITC(HS) Classifications of Export and Import items 1997-2002.”

1207 Niger Seeds Canalised Exports through TRIFED (to all permissible destinations other than the USA) in accordance with the directions issued by DGFT from time to time.

For export of Niger Seeds to USA , the following canalising agencies may undertake exports directly or may register qualified exporters to whom permits may be granted for undertaking export of Niger Seeds :

1.The National Agricultural Co-operative Marketing Ferderation of India(NAFED).

2.The National Dairy Development Board (NDDB).

3.The Madhya Pradesh State Co-operatives Oil Seeds Growers Federation Ltd.

4.The Karnataka State Agricultural Produce Processing and Export Corporation ; and

5.Bihar and Andhra Pradesh Government nominated agencies.
