Office of the Commissioner of Customs, Jawaharlal Nehru Custom House, has issued Public Notice No. 02/2025 to streamline the submission of export sale-proceeds under the DRISHTI Export Sale-Proceeds Monitoring System. Exporters, customs brokers, and trade bodies are advised to provide specific documents for shipping bills pending realization, facilitating the recovery of ineligible Drawback, RoDTEP, and RoSCTL claims. Documents to be submitted include self-certified copies of Electronic Bank Realization Certificates (eBRCs) and summaries of export sale-proceeds realization certified by the AD Bank in both hard and soft copies, as specified in Annexure-A. Extensions granted by RBI/AD Bank for delayed realizations must also be included where applicable. The notice permits the acceptance of consolidated bank-certified realization statements in response to industry requests. Submissions can be made to the Drawback Recovery Cell at JNCH or via email. Any difficulties in implementing this module should be reported to the Deputy/Assistant Commissioner. This notice aims to enhance the efficiency of export monitoring and compliance.

Subject: Submission of documents for the Shipping Bill showing pending for realization in DRISHTI’ (Export Sale-Proceeds Monitoring System) Software – reg.

Attention of exporters, Custom Brokers, Export Promotion Councils and all members of trade is invited towards Public Notice No. 84/2024 dated 07.10.2024 regarding the introduction of the ‘DRISHTI’ Export Sale-Proceeds Monitoring System. This software has been developed to streamline and effectively monitor the realization of export sale proceeds for the recovery of ineligible Drawback, RoDTEP and RoSCTL in cases of non-realization or part-realization of export sale proceeds.

2. Since the launch of the DRISHTI’ software, this office has seen a consistent increase in requests from exporters seeking details of pending shipping bills in the DRISHTI module, which we have been providing regularly. The exporters have been submitting copies of their Electronic Bank Realization Certificates (e-BRCS) as part of their reply.

3. The trade has been demanding that the department should also accept the bank certified consolidated statements of realisation of foreign exchange. In view of this request from trade, it has been decided that the attested copies of realised export sale-proceeds i.e. bank certified consolidated statements shall also be accepted for entries in DRISHM In view of this, to facilitate a streamlined process and ensure a prompt response, exporters are requested to submit the following documents:

a. Self-Certified Copies of eBRCs – Exporters should submit either hard copies or scanned copies of the Electronic Bank Realization Certificates (eBRCs) duly self-certified alongwith the excel sheet given in Annexure A.

b. Summary of Export Sale-Proceeds Realization – A detailed summary of export sale-proceeds realization, including bank charges and other relevant details, in Annexure-A, duly certified by the AD Bank alongwith softcopy in the excel sheet.

c. Extension granted by RBI/AD Bank – In cases where the realization was received after the stipulated time period as per the FEMA, 1999 (as amended), exporters shall submit the extension granted by RB1/AD Bank, as applicable.

4. The exporters can submit the desired documents to the Drawback Recovery Cell, JNCH or through e-mail at dbkrc-jnch@gov.in.

5. This Public Notice may be treated as Standing Order for the officers concerned.

6. Difficulties, if any by implementing the aforesaid module may be brought to the notice of the Deputy/ Assistant Commissioner in charge of Drawback Recovery Cell.
