In Budget 2025, the Ministry of Finance announced amendments to Notification No. 57/2017-Customs, dated June 30, 2017, under Notification No. 10/2025-Customs, issued on February 1, 2025. The revisions focus on altering basic customs duty (BCD) rates for inputs and parts used in manufacturing components for cellular mobile phones and high-technology telecom equipment. Key changes include removing entries such as 5E and revising duty rates for specific serial numbers in the notification table. For instance, the duty rate of 2.5% has been replaced with a “NIL” rate under entries 6A, 6B, 6C, and 6D, encouraging reduced costs for manufacturers. Additionally, serial number 6D’s column was updated to include “Any Chapter” for broader applicability. In serial number 7, the existing 2.5% duty was also revised to “NIL.” Further, item (g) under serial number 20 was substituted to explicitly cover Packet Transport Node (PTN) and Multiprotocol Label Switching-Transport Profile (MPLS-TP) products, aimed at boosting the telecom sector. These changes are aligned with the government’s efforts to promote domestic manufacturing under the “Make in India” initiative and enhance competitiveness in high-tech sectors. The revised rates will take effect from February 2, 2025, potentially reducing input costs for manufacturers and fostering investment in telecom and mobile production.

Notification No. 10/2025-Customs| Dated: 1st February, 2025
G.S.R.103(E). – In exercise of the powers conferred by sub-section (1) of section 25 of the Customs Act,1962 (52 of 1962), the Central Government, on being satisfied that it is necessary in the public interest so to do, hereby makes the following further amendments in the notification of the Government of India in the Ministry of Finance (Department of Revenue) No. 57/2017- Customs, dated the 30th June, 2017, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub- section (i), vide number G.S.R. 798 (E), dated the 30th June, 2017, namely:-
In the said notification, in the TABLE, –
(i) No. 5E and the entries relating thereto shall be omitted;
(ii) against S. No. 6A, in column (4), for the entries “ 2 . 5 % ” occurring at both the places, the entry “NIL” shall be substituted;
(iii) against S. No. 6B, in column (4), for the entries “ 2 . 5 % ” occurring at both the places, the entry “NIL” shall be substituted;
(iv) against No. 6C, in column (4), for the entries “ 2 . 5 % ” occurring at both the places, the entry “NIL” shall be substituted;
(v) against No. 6D, in column (2), for the entries, the entry “ Any Chapter ” shall be substituted;
(vi) against No. 7, in column (4), for the entry “2.5%”, the entry “NIL” shall be substituted;
(vii) against No. 20, in column (3), for item (g), the following item shall be substituted, namely:-
“(g) Packet Transport Node (PTN) products, Multiprotocol Label Switching- Transport Profile
(MPLS-TP) products;”.
2. This notification shall come into force on the 2nd day of February, 2025.
