Summary: The Food Safety and Standards Authority of India (FSSAI), under the Ministry of Health and Family Welfare, offers a streamlined online platform called Food Safety Compliance System (FoSCoS) for food license registration, renewal, and modifications. To obtain a food license, applicants must comply with the Food Safety and Standards (FSS) Act, 2006, and related regulations. The registration process on the FoSCoS portal involves selecting the type of license required based on the applicant’s business nature—such as manufacturing, retail, or food services—followed by specifying the business’s turnover. Applicants must then fill out Form A, providing details such as business location, contact information, and the type of food items to be manufactured or sold. Required documents include ID proofs, partnership deeds, and specific documents like water analysis reports for certain businesses. The fees for registration vary depending on the business type, ranging from Rs. 100 per annum for petty food operators to Rs. 7,500 for five-star hotels. Once the application and required documents are submitted with the appropriate fees, FSSAI authorities review the application, and upon approval, the license certificate is issued.

The FOOD SAFETY AND STANDARDS AUTHORITY OF INDIA under Ministry of Health and Family welfare, Government of India, vide its online streamline portal named FASSAI through Food Safety Compliance System (FOSCOS) providing the various facilities to the applicants for Apply for New License/Registration, Renewal and modification and other services at the one place.

The Applicant have to comply with the updated FSS Act,  2006, FSS rules, 2011, FSS Regulations and other orders and Gazette Notification for the updates in the process of apply and other approval matters .

Process of Apply for Food License Registration: The process of apply for the Food Licenses Registration are:

1. On the main page of the FOSCOS, click on Apply for New License/Registration option and then click on general option for Retail level and state level license requirement,

2. Then select the state and kind of business of the applicant like Manufacturer, Trade/Retail, Food services, Central government agencies and Head office.

3. After selecting the kind of business, select the sub head of several trading and retail business related like Storage facility have, wholesaler, Distributor, transportation, e-commerce, exporter, importer, merchant etc.

4. There is also need of defining the turnover of the business form the activity for which the license required,

5. After the selection of the turnover of business, Form A for application for Registration under Food Safety and Standards act, 2006 has been shown for providing the required details.

6. On the page of FORM-A there are requirements of certain details about the business/activity are:

a) Applicant details,

b) Address of premises where food business located,

c) Contact details like mobile number and mail id,

d) No. of years for want to apply the license

e) Details of food items proposed to be manufactured or sold

f) Other details like source of water supply at premises and whether any electric power is used in manufacturing of food items.

g) After click on the save and next option, you need to provide the sign up details for checking the status of the registration and updates in the registration in future,

h) A one-time password sent on the provided sign up details for confirming the process and then the process is completed,

i) The authorities after examining the uploaded documents as specified below the process and submitted application with the payment of requisite fees as shown below, approved the same and the certificate of License is provided with the approval intimation on the mail id of the applicant.

List of Documents required for obtaining the Food License: As per the published order dated 19th March, 2021 by the Food Safety and Standards Authority of India, the revised list of Documents for the various kinds of business are:

1. List of Documents for Non-Manufacturing/Processing kind of businesses:

a) List of Directors/Partners/ Proprietor/ Executive member of society/Trust with full address and contact details,

b) Photo id and address proof,

c) Proof of possession of premises,

d) Partnership deed/ Self declaration for Proprietorship/ MOA and AOA etc,

e) FORM IX Nomination of person (not applicable for proprietor).

2. List of Additional specific documents related to type of food business activity:

a) Analysis report of water to be used in ingredient in food from public health laboratory for the business of Hotels/ Restaurant, Club/ Canteen etc,

b) IEC code for Importer and Exporter

c) List of Vehicle Registration number for Transporter,

d) Any other additional documents as required.

Fees Structure for obtaining the Registration/License:

1. Petty Food Business Operators, Temporary or fixed stall, Hawker etc. having the annual turnover upto Rs. 12 Lacs- Rs. 100 per annum

2. Proprietary Food for central license- Rs. 7500 per annum

3. Hotel of five stars and above-Rs. 7500 per annum/ 3 and 5 star- Rs. 5000 per annum
