Section 2: Complete Documents Checklist
Collect ALL documents listed below BEFORE opening the online portal. Incomplete documents are the single biggest reason for rejection and delays. Every document must be in PDF format for upload.

All financial statements must be prepared AND signed/stamped by a qualified Chartered Accountant (CA). The CA’s membership number must appear on each document.

Important — Rs. 15 Lakh Rule
The Rs. 15,00,000 must be spent on PROGRAMME/CHARITABLE activities across the 3 years combined — NOT administrative costs like rent or salary. Ensure your CA clearly separates programme expenses from administrative expenses in the financial statements.

Tick off every item above before opening the FCRA portal. Once you submit the online form and pay the fee, NO CHANGES can be made. A missing document or wrong information can only be corrected by MHA’s query process — which adds months of delay.
Section 3: Step-by-Step Registration Process
Follow all steps in order. Do not skip any step.
PHASE 1 — BEFORE YOU APPLY (Foundation & Preparation)
1. Complete 3 Years of Genuine Active Operations
This is the most critical prerequisite for Form FC-3A. Your organisation must have been running real charitable programmes for at least 3 complete financial years. Merely being registered is not enough — MHA looks for documented, audited, genuine activity. If you are less than 3 years old, apply via Form FC-3B (Prior Permission) instead.
2. Spend Minimum Rs. 15 Lakh on Charitable Activities
During the 3 preceding financial years combined, your organisation must have spent at least Rs. 15,00,000 on programme/charitable activities. This amount must be visible in your audited financial statements. Administrative expenses (rent, salaries, utilities) do NOT count toward this threshold. Plan your spending accordingly.
3. Register on NGO Darpan (If Not Already Done)
Visit ngodarpan.gov.in and register your organisation. This is a FREE registration managed by NITI Aayog. You will receive a unique NGO Darpan ID, which is mandatory in the FCRA application form. Registration takes approximately 1–2 weeks. Do this well in advance.
4. Get CA-Audited Financials Prepared for Last 3 Years
Engage a qualified Chartered Accountant to prepare audited financial statements for each of the last 3 financial years: (a) Balance Sheet, (b) Income & Expenditure Account, (c) Receipts & Payments Account, and (d) Audit Report. Make sure programme expenses are clearly and separately shown. The CA must sign with their membership number.
5. Write Detailed Activity Reports for Last 3 Years
Prepare a year-wise activity report for each of the 3 years. Include: name of programmes conducted, geographic areas covered, number of beneficiaries served, outcomes achieved, photographs, and any recognition received. A thorough, detailed report significantly strengthens your application. Think of it as telling the story of your work.
6. Collect KYC of ALL Key Functionaries
Gather Aadhaar, PAN, and recent photographs of EVERY key official — Chairperson, President, Secretary, Treasurer, and ALL Trustees/Directors/Board Members. Also collect signed self-declaration letters from each person stating they have no criminal conviction and are not linked to any FCRA-cancelled organisation. Missing even one Aadhaar will result in rejection.
7. Pass a Board / Trustee Resolution
Convene a formal meeting of your governing body (Board of Trustees / Managing Committee / Board of Directors). Pass a resolution that: (a) authorises the organisation to apply for FCRA registration, and (b) nominates the authorised signatories for the FCRA bank account. The resolution must be dated, signed by all members present, and bear the organisational seal.
PHASE 2 — ONLINE APPLICATION
8. Visit fcraonline.nic.in and Create Your Login
Go to the official FCRA portal at fcraonline.nic.in. If you are a first-time user, click ‘Register’ to create a username and password. Save these credentials carefully. You will need them throughout the process and for future compliance filings.
9. Select the Correct Application Form
After logging in, click ‘Apply Online’. From the dropdown, select: Form FC-3A — for FCRA Registration (permanent, 5-year, for established NGOs), OR Form FC-3B — for Prior Permission (one-time, specific donor, for new NGOs or one-off grants). Selecting the wrong form will waste time and money.
10. Fill the Application Form Carefully — Section by Section
Complete all sections of the online form without leaving any field blank. Key sections include: Section A — Organisation details (name, registration number, type, PAN, NGO Darpan ID); Section B — Key functionary details (Aadhaar, PAN, address, designation of every official); Section C — Nature and description of your charitable activities, area of operations, and beneficiary profile; Section D — Financial summary showing receipts and expenditures for each of the last 3 years; Section E — Bank account details (update after opening SBI account).
11. Upload All Supporting Documents as PDFs
Upload every document from the Section 2 checklist as PDF files. Before uploading, verify that: (a) each PDF is clear and legible, (b) file sizes are within the portal’s limits, (c) all organisational documents are self-certified (signed by Chief Functionary), and (d) no document is missing. This is the most error-prone step — take your time.
12. Pay the Application Fee Online and Submit
Click on the payment option and pay Rs. 10,000 (for FC-3A) or Rs. 5,000 (for FC-3B) via the online payment gateway. Download and save the payment receipt. After payment, review the entire form one final time, then click Submit. CRITICAL: Once submitted, you CANNOT edit or modify the application. Print / save the acknowledgement number.
PHASE 3 — MHA PROCESSING & VERIFICATION
13. MHA Review and Intelligence Bureau Background Check
After submission, the Ministry of Home Affairs begins processing. The Intelligence Bureau (IB) conducts background verification of all key functionaries. This is a thorough check — any criminal record, link to FCRA-cancelled organisations, or national security concern will result in rejection. This phase takes 4 to 6 months. Track your application status regularly on the FCRA portal using your acknowledgement number.
14. Respond to MHA Queries (If Any)
MHA may send a query letter asking for additional documents or clarifications about your application. If you receive a query, respond promptly, completely, and accurately. Delayed or incomplete responses extend the processing time. Keep checking your registered email and the FCRA portal for any communication.
15. Download Your FCRA Registration Certificate
If the application is approved, MHA issues an FCRA Registration Certificate with a unique registration number. Log in to the FCRA portal and download the certificate. Store it safely — both digitally and as a physical printout. The certificate is valid for 5 years from the date of issue. Note your renewal due date immediately.
Section 4: After Getting Your Certificate — Bank Account Setup
Your FCRA certificate alone is not enough. You must set up the correct bank accounts before you can receive any foreign money.
PHASE 4 — MANDATORY BANK ACCOUNT SETUP
Step A — Open the SBI FCRA Account in New Delhi (Mandatory)
Since the FCRA Amendment 2020, every FCRA-registered organisation MUST receive all foreign contributions in one specific bank:

No Exception to the SBI Rule
Foreign donations CANNOT be received in any other bank, in any other city. If a donor sends money to a different account, it is a violation of FCRA — even if you have a valid FCRA registration. Always give donors your SBI Sansad Marg account details.
Step B — Open a Utilisation Account at Your Local Bank
Since the SBI FCRA account is in Delhi, day-to-day spending from it is impractical. Open a separate ‘Utilisation Account’ at any scheduled bank convenient to your operational area. You will transfer money from the SBI FCRA account to this utilisation account for programme expenses.

Final Reminder — Timeline
