Hiregange, in his public statements on LinkedIn, said that the decision followed about 18 months of raising concerns relating to governance, ethics, transparency, accountability, electoral practices and student welfare through meetings, written communications and discussions. He stated that more than 50 communications raising various concerns and suggesting reforms had, in his assessment, not received adequate attention. He also expressed concern over what he viewed as excessive focus on events and elections, insufficient attention to professionals and students, institutional decision-making and the need for stronger governance and accountability mechanisms.
CA. Hiregange further stated that, following requests from several Past Presidents, members and the Vice-President to reconsider his resignation, he communicated on 25.08.2026 that he would consider doing so if specified governance reforms were adopted through binding Council resolutions with timelines and public disclosure. The reforms identified by him included greater focus on professionals, students and the profession; clearer delegation and accountability; transparent named voting; segment-wise disclosure of ICAI expenditure; transparent nomination processes; election reforms; and stronger governance and internal controls. These reasons, concerns and allegations represent CA. Hiregange’s own publicly stated position and are not findings or reasons recorded by ICAI in the resignation notification.
The notification formally records his resignation from Council membership and has been signed by CA. (Dr.) Jai Kumar Batra, Secretary, ICAI, carrying advertisement reference ADVT.-III/4/Exty./302/2026-27.
