Stakeholders, including state legal metrology departments, industries, and associations, are invited to review the draft rules available on the department’s website. Comments and feedback must be submitted by 10th February 2025 to the designated email addresses. These changes aim to streamline testing processes and enhance regulatory compliance under the Legal Metrology Act, 2009.

G.S.R (E).- In exercise of the powers conferred by sub-section (1) read with clauses (n), (o) and
(p) of sub-section (2) of section 52 of the Legal Metrology Act, 2009 (1 of 2010), the Central Government hereby makes the following rules further to amend the Legal Metrology (Government Approved Test Centre) Rules, 2013, namely:-
1. (1) Short title and commencement.- These rules may be called as the Legal Metrology (Government Approved Test Centre) Amendment Rules, 2025.
(2) They shall come into force on the date of their publication in the official gazette.
2. In the said rules, for sub rule (1) of rule 5, the following rule shall be substituted, namely:-
“(1) Any person desirous of obtaining recognition under these rules for carrying out verification of weights or measures specified in these rules, shall make an application to the Joint Secretary, in the Department of Consumer Affairs in the form as specified in the Second Schedule.”
3. In the said rules, after clause (j) under sub-rule (3) of rule 5, the following clause shall be inserted, namely:-
“(k) team comprising of one officer of Central Government and one officer of State Government Legal Metrology Department shall inspect the premises of the test centre for examining testing infrastructure, resources and other regulatory requirements before recommendation for approval.”.
4. In the said rules, after sub-rule (17) of rule 5, the following sub-rule shall be inserted, namely:-
“(18) The Government organizations working as test centre shall be allowed to verify all weighing and measuring instruments, after approval, equipment-wise.”.
5. In the said rules, for sub rule (1) of rule 7, the following shall be substituted, namely:-
“The fee payable to test centre for verification or re-verification of weights or measures shall be as prescribed in fifth schedule.”.
6. In the said rules, after sub-rule (3) of rule 8, the following sub rule shall be inserted, namely:-
“(4) The test centre shall issue separate verification certificate for all weights and measures verified by them i.e. one certificate for one instrument”.”
7. In the said rules, for rule 10, the following rule shall be substituted, namely:-
“10. Place of verification.- The test Centre shall undertake verification of weights or measures either in its authorized premises or within the limit of the district or extend to State where the Government Approved Test Centre operates.”
8. In the Legal Metrology (Government Approved Test Centre) Rules, 2013 (hereinafter referred to as the said rules), in First schedule the following shall be substituted, namely:-
“Following Weights and Measures, specified in the Legal Metrology (General) Rules, 2011 shall be verified by Government Approved Test Centre:
1. Water meter
2. Sphygmomanometer
3. Clinical Thermometer
4. Tape Measures
5. Load cell
6. Gas Meters
7. Energy Meters
8. Moisture Meters
9. Speed gun for measuring speed of vehicles
10. Breath Analyzers
11. Multi-dimensional measuring Instrument
12. Flow meters”
9. In the said rules, after the fourth schedule the following schedule shall be inserted, namely:-
