As per section 12 (5) (a) of the companies act, 2013 company can shift the registered office of the company outside local limits by passing special resolution in extra ordinary resolution.
However, many times it is observed difficulties in identifying the local limits.
To make it easy, here is the simple method for identifying local limits of the registered office.
PIN codes are sorted as follows:
Eg: 411041
4: First digit refers to region in India i.e. North, East, West and South
1: Second Digit refers to Circle i.e. State
1: Third Digit refers to District
041: Post Office No.
With reference to above decoding of the PIN code, the last three digits of the PIN code i.e. Post Office No. specifies local limits. It means in case 4th digit of the PIN Code (in our case 411041 its 0) of the address changes, the address is outside the local limits of the area.

as per the above article Delhi don’t have outside the local limit because Delhi all pin code 110011 only last two digit change as per change of place.
