Introduction: The Directorate General of Foreign Trade (DGFT) under the Ministry of Commerce & Industry, Government of India, has issued Notification No. 47/2023 on December 7, 2023. This notification addresses the incorporation of a Policy Condition for the export of Non-basmati rice under ITC (HS) Code 10063090.

Detailed Analysis: In exercise of powers conferred by the Foreign Trade (Development & Regulation) Act, 1992, and in alignment with the Foreign Trade Policy, 2023, the Central Government introduces a Policy Condition for the export of Non-basmati white rice under ITC (HS) code 1006 30 90. The policy categorizes Non-basmati white rice under this code as “Prohibited” for export, with a notable exemption.

The exemption allows the Indian Rice Exporters Federation a one-time opportunity to export 20 MT of Non-basmati white rice (Semi-milled or wholly milled rice) under HS Code 1006 30 90. This export is granted exclusively as a donation to the National Disaster Risk Reduction & Management Authority (NDRMA), Government of Nepal, for supporting earthquake victims.

Conclusion: DGFT Notification 47/2023 signifies a compassionate exception in trade policy, permitting the export of Non-basmati white rice for a humanitarian cause. The one-time exemption for the Indian Rice Exporters Federation to provide aid to Nepal earthquake victims reflects the government’s commitment to supporting disaster-stricken regions. Stakeholders and exporters are urged to adhere to the specified conditions and utilize this opportunity responsibly. For further inquiries, the contact information of the Director General of Foreign Trade is provided in the notification.
