Public Notice No.  31(RE-2010)/2009-2014, New Delhi, Dated the   14th February, 2011

Sub: Amendment in Appendix-30 A relating to Export Obligation Period under Advance Authorization/DFIA Schemes.

In exercise of powers conferred under Para 2.4 of the Foreign Trade Policy, 2009-14, the Director General of Foreign Trade hereby makes the following amendments  in the Handbook of Procedures (Vol.1), 2009-14:-

2.     The Appendix 30A related to “Export Obligation Period for specified inputs” is amended as follows with immediate effect:-

Amended Appendix 30A:

Sr. No. Import Item(s) Export Obligation Period from the date of clearance of each import consignment by Customs authority
1) Spice(a)      Pepper;  cardamom  and  chilies    for   Value   Addition purpose like crushing / grinding /sterlisation or for   manufacture   of   oils   and   oleoresins  and  not  for simple cleaning, grading, repacking etc. 120 daysHowever, for imports completed up to 31.12.2008, Export  Obligation  Period (EOP)  shall  be  150 days.
(b) Spices other than pepper, cardamom and chilies   for   manufacture   of   Spice   oils.   aOleoresins. 12  months.
(c)  Other than (a) & (b) above. 90   days
2) Drugs (with a specific export order and pre-import condition) 12 months
3) Penicillin and its salts [ITC(HS) Code No. 29411010] 12 months
4) Tea 6   months
5) Coconut Oil 90   days
6) Silk in any form 6 months

3. Effect of this Public Notice:

The EOP for the products stated in Appendix 30A shall be counted from the date of clearance of individual import consignment by Customs authority for this purpose, following changes have been made:

In Column 3, the heading has been changed from “Export Obligation Period” to “Export Obligation Period from the date of clearance of each import consignment by Customs authority”.  Accordingly, the description against each input has been modified giving only the EO period.  However, neither the import items (6 in all) nor their descriptions have been altered.
