Summary: The Directorate General of Foreign Trade (DGFT), Ministry of Commerce and Industry, has issued Notification No. 46/2026 dated October 30, 2026, amending the export policy of Agarwood under Chapter 12 of Schedule II of the ITC (HS) Export Policy, 2022. The amendment modifies Note 3 of the Export Licensing Notes to permit exports of Agarwood oil, Agarwood chips and allied products through Lokpriya Gopinath Bordoloi International Airport, Guwahati. Previously, exports under the specified provision were permitted only through the listed ports, including Mumbai, Nhava Sheva, Kolkata, Cochin, Delhi, Chennai, Tuticorin, Amritsar, Calicut, Thiruvananthapuram, Kandla and Mundra. The revised provision retains these existing export points while additionally allowing exports of Agarwood oil, Agarwood chips and allied products through Guwahati Airport. This additional facility is subject to compliance with all applicable statutory and regulatory requirements. The amendment also retains the requirement for a CITES export permit in respect of CITES-listed species and the provision that exporters shall not be required to furnish additional information, NOCs or documents to State or Central Government authorities beyond the prescribed documents. The notification has been issued under the Foreign Trade (Development & Regulation) Act, 1992, read with the Foreign Trade Policy, 2023. The amendment provides an additional export gateway for Agarwood products, particularly facilitating exports from the northeastern region of India.
