Attention of all exporters, their agents, export promotion councils and shipping lines is invited to the fact that in a number of cases of exports through ICDs, IGST refund could not be granted due to EGM related errors (SB006).
Environmental crimes, in relation to import & export include: Illegal dumping of hazardous waste, electronic waste, including chemicals in India. Illegal import / export of plants and animal species; Smuggling of “Ozone Depleting Substances (ODSs)”; Smuggling of any other environmental pollutant (any solid, liquid or gaseous substance present in such concentration, as may be, or tend to be, injurious to environment);
E-Waste (Management) Rules, 2016 in relation to import and export are reproduced below: Rule 2 Application: These rules shall apply to every manufacturer, producer, consumer, bulk consumer, collection centers, dealers, e-retailer, refurbisher, dismantler and recycler involved in manufacture, sale, transfer, purchase, collection, storage and processing of e-waste or electrical and electronic equipment listed in Schedule I, including their components, consumables, parts and spares which make the product operational but shall not apply to –
Exporter who exported from JNPT and not received export refund due to mismatch details may approach JNPT from 15.03.2018 to 29.03.2018
i) Once importer declares their intention to use DEPB Scrip, during the filing of the Bill of Entry, he will not be allowed to change that option during assessment stage. ii) If the duty payable as per the Bill of Entry is more than whole amount available in the DEPB scrip, then whole amount available in the DEPB scrip needs to be used for payment of duty.

It has come to notice that after generation of IGST Refund Scroll through ICES, in some cases the IGST Refund could not be disbursed due to IFSC not being accepted by PFMS/not registered at PFMS. The list of such IEC holders whose IGST Refund has not been disbursed due to PFMS error is being uploaded on the JNCH website (jawaharcustoms.gov.in)regularly.
Advance intimation is required to be submitted by importer through their official email id to shipping line at least 72 hours before expected arrival of the vessel informing the details such as Bill of Lading Number, Details of consignment, DPD client code allotted by Terminal operator & Preferred CFS and its Code (stacking code). Accordingly, Shipping Lines prepare and submit Import Advance List (IAL) to Port Terminal indicating details of such consignment including stacking code ro enable Port Terminal to decide stacking plan these containers.
As per the said Board’s Circular No. 21/ 2016-Customs, ‘security’ is to be furnished for seeking extension in warehousing period for storage of sensitive & non-sensitive goods by way of furnishing Bank Guarantee inter alia subject to certain conditions mentioned at Para 4 of the said Circular.
