Summary: The Reserve Bank of India has issued the Reserve Bank of India (Regional Rural Banks – Know Your Customer) Amendment Directions, 2026 on September 18, 2026, with immediate effect. The amendment modifies paragraph 4(1)(v) of the Reserve Bank of India (Regional Rural Banks – Know Your Customer) Directions, 2025, relating to the procedure for obtaining a “Certified Copy”. Under the existing framework, Regional Rural Banks may, in the case of Non-Resident Indians (NRIs) and Persons of Indian Origin (PIOs), as defined in the Foreign Exchange Management (Deposit) Regulations, 2016 {FEMA 5(R)}, alternatively obtain an original certified copy certified by specified authorities or authorised officials. The amendment extends this facility to Foreign Portfolio Investors (FPIs). Accordingly, in the case of NRIs, PIOs and FPIs, the bank may alternatively obtain the original certified copy certified by authorised officials of overseas branches of Scheduled Commercial Banks registered in India, branches of overseas banks with whom Indian banks have relationships, a Notary Public abroad, a Court Magistrate, a Judge, or the Indian Embassy / Consulate General in the country where the non-resident customer resides. The amendment has been issued under the relevant enabling provisions of the Banking Regulation Act, 1949, the Payment and Settlement Systems Act, 2007, the Foreign Exchange Management Act, 1999 and the Prevention of Money-Laundering (Maintenance of Records) Rules, 2005. The Reserve Bank has therefore extended the alternative certified-copy facility under the Regional Rural Banks KYC framework to FPIs in addition to NRIs and PIOs.
