Summary: Notification No. 04/2026–Central Tax, dated 26 October 2026, amends Notification No. 13/2020–Central Tax, dated 21 March 2020, by replacing the words describing the transactions covered in its first paragraph. Issued on the recommendations of the Council under sub-rule (4) of rule 48 of the Central Goods and Services Tax Rules, 2017, the amendment substitutes the existing reference to supplies of goods or services or both to a registered person or for exports with an express four-category formulation. The substituted text covers supplies of goods or services or both to a registered person; supplies of goods or services or both for exports; supplies of goods or services or both received from an unregistered person where the recipient is liable to pay tax on a reverse-charge basis; and imports of services. Thus, alongside the existing references to supplies to registered persons and exports, the amended wording expressly includes the specified inward supplies subject to reverse charge and imports of services within the transaction description in the principal notification. The amendment takes effect on 1 January 2027. Its operative change is confined to replacing the quoted words in the first paragraph of Notification No. 13/2020–Central Tax.
