No hike in the passenger fare and freight rate has been proposed in the Railway Budget 2011-12. The Budget with highest ever plan outlay of Rs. 57,630 crore will have Rs. 9,583 crore for new railway lines and significant funds for passenger amenities.

Presenting the Railway Budget in Parliament today the Minister for Railways, Mamata Banerjee, announced a number of new initiatives including expansion of railway network, modernization of safety and security and welfare of railway employees.
Proposing highest ever plan outlay of Rs. 57,630 crore the Railway Minister said that it will be financed through Gross Budgetary Support (GBS) of Rs. 20,000 crore, diesel cess of Rs. 1,041 crore, internal resources of Rs. 14,219 crore and market borrowings of Rs. 20,594 crore. She said that external source of financing through Public Private Partnership (PPP), Wagon Investment Scheme (WIS) etc is expected to yield Rs. 1,776 crore.
Rs. 9,583 crore provided for new lines.
Reiterating her commitment to the expansion of the rail network the Minister of Railways proposed an allocation of Rs. 9,583 crore for new lines, Rs. 5,406 crore for doubling the lines and Rs. 2,470 crore for gauge conversion projects. To overcome shortages in wagons, coaches and locomotives, Rs. 13,820 crore has been earmarked for acquisition of rolling stock.
1300 km new lines, 867 km doubling of lines and 1017 km gauge conversion targeted in 2011-12.
Nine Duronto Trains to be Introduced Frequency Increased for Five Duronto Trains
Minister of Railways Mamata Banerjee has announced the introduction to nine new Duronto Trains across different regions of the country. The proposed Duronto Trains are:
- Allahabad-Mumbai AC Duronto (bi-weekly)
- Pune-Ahmedabad AC Duronto (tri-weekly)
- Sealdah-Puri non AC Duronto (tri-weekly)
- Secunderabad-Visakhapatnam AC Duronto (tri-weekly)
- Madurai-Chennai AC Duronto (bi-weekly)
- Chennai-Thiruvananthapuram AC Duronto (bi-weekly)
- Mumbai Central-New Delhi AC Duronto (bi-weekly)
- Nizamuddin-Ajmer non-AC Duronto (bi-weekly)
- Shalimar-Patna Duronto (tri-weekly)
The frequency of following Duronto Trains have been increased:
- Mumbai CST-Howrah Duronto Express from 2 days to 4 days
- Mumbai-Ahmedabad Duronto Express from 3 days to daily
- Sealdah-New Delhi Duronto Express from 2 days to 5 days
- Nagpur-Mumbai CST Duronto Express from 3 days to daily
- Howrah-Yesvantpur Duronto Express from 4 days to 5 days
AC Double Decker services on Jaipur-Delhi and Ahmedabad-Mumbai routes
The Minister also announced that two double decker AC services will be introduced on Jaipur-Delhi and Ahmedabad-Mumbai routes.
Three New Shatabdi Trains to be Introduced
Presenting the Railway Budget for 2011-12 in the Lok Sabha today, the Minister of Railways Mamata Banerjee has announced that three Shatabdi Trains will be introduced in the ensuing Financial Year. These proposed new Shatabdis are: Pune-Secunderabad, Jaipur-Agra and Ludhiana-Delhi.
New Super AC Class to be introduced
A new portal for e-ticketing to be launched shortly. Booking charges will be cheaper with a charge of only Rs. 10 for AC classes and Rs.5 for others

The Minister also proposed a new Super AC class of travel with improved comfort and features and more exclusively. A feasibility study would be undertaken to increase the speed of passenger trains to 160-200 kmph with the help from Japan, she said.
Pan-India multi-purpose smart card “Go India” to be introduced.
Highlighting the efforts being made to improve the amenities and to provide better experience to the passengers at stations the Minister said that 236 more stations will be upgraded as Adarsh Stations. A Multi-purpose pan-India smart card “Go India” will be introduced very soon to provide single window package for seamlessly pay for tickets for long distance, suburban, metro traveling. The passengers can use this card at booking counters, vending machines, internet etc.

47 additional suburban services in Mumbai and 50 new suburban services proposed for Kolkata.
Presenting the Railway Budget for 2011-12 in the Lok Sabha today, the Minister of Railways Mamata Banerjee has announced additional suburban services for Mumbai, Kolkata, Secunderabad, Chennai and Delhi with a view to further enhance the carrying capacity of suburban train services in these areas.
The additional services will be run on the Thane-Vashi, Thane-Panvel, Borivali-Virar, Andheri-Virar, Bandra-Virar and Churchgate-Borivali sections in Mumbai area. She also proposed to augment 107 suburban services in Mumbai area from the present 9 Car EMUs to 12 Car EMUs.
In Chennai area, nine additional services will be run on Chennai Beach-Gummidipundi, Gummidipundi-Chennai Central, Avadi-Chennai Beach, Chennai Central-Tiruvallur, Tiruvallur-Chennai Central. Chennai Beach-Tambaram is proposed to be extended to Chengalpattu.
The Minister also proposed 50 new services for Kolkata area to strengthen the suburban services. The areas where additional services will be run include Howrah-Uluberia, Howrah-Midnapur, Howrah-Kharagpur, Howrah-Singur, Howrah-Memari, Howrah-Barddhaman, Howrah-Haripal-Tarakeswar, Howrah-Kolaghat, Howrah-Sarupnagar, Sealdah-Canning/Jaynagar Majilpur, Sealdah-Kakdwip-Namkhana, Sealdah-Sonarpur, Sealdah-Baruipur-Diamond Harbour, Sealdah-Barasat-Hasnabad, Sealdah-Thakurnagar, Sealdah-Barasat-Bongaon, Sealdah-Naihati-Ranaghat-Gede, Sealdah-Shantipur-Krishnanagar, Sealdah-Kalyani, Sealdah-Barrackpore, Sealdah-Budge-Budge, Sealdah-Dankuni, Bongaon-Ranaghat-Shantipur, Howrah-Seorraphuli-Bandel and Sealdah-Basirhat. The Minister also proposed to introduce running of a peak time local to BBD Bagh from Bongaon/Krishnanagar. Two non-stop trains between Bardhaman & Howrah have also been proposed.
The Railway Minister also proposed ten additional services in Secunderabad area. The additional services will be run on Falaknuma-Lingampalli, Lingampalli-Hyderabad and Hyderabad-Falaknuma sections. Besides this, the Minister announced that 83 suburban services in Secunderabad area will be augmented from the present 6-car to 9-car services.
In Delhi area, the Minister proposed to run two additional services on Delhi-Ghaziabad section.
Two new passenger terminals in Kerala and one each in Uttar Pradesh and West Bengal proposed.
Feasibility study to raise speed of passenger trains to 160-200 kmph to be undertaken.
A special package of two new trains and two projects for the States managing trouble free run of trains through out the year.
Expressing concern over loss of rail properties during various agitations in recent past, she announced that the States which will ensure trouble-free train running for the whole year will be awarded with two new trains and two projects as a special package.
Anti Collision Devise (ACD) sanctioned to cover 8 zonal railways.
Stating that safety is the first priority of the Railways, the Railway Minister said that Anti Collision device (ACD) will be deployed on more routes, now it will cover 8 zonal railways.
GPS Based ‘Fog Safe’ Device to be deployed.
* All unmanned level crossing upto 3000 to be eliminated.
* All India Security Help line on a single number set up.
* All state capitals in the North-East except Sikkim to be connected by Rail in next seven years.
* A Bridge Factory in J & K and a state-of-art Institute for Tunnel and Bridge Engineering is proposed at Jammu.
* A Diesel Locomotive Centre will be set-up in Manipur.
* A Centre of Excellence in Software at Darjeeling proposed under the aegis of CRIS.
* Rail Industrial Parks at Jellingham and New Bongaigaon proposed.
* Additional mechanized laundry units to be set up at Nagpur, Chandhigarh and Bhopal.
* 700 MW gas-based power plant to be set up at Thakurli in Maharashtra.
* 18,000 Wagons to be procured during 2011-12.
A scheme for socially desirable projects, ‘Pradhan Mantri Rail Vikas Yojana’ with Non-lapsable fund proposed.
Declaring that one of the main objectives of her ministry is to bring social revolution to rail connectivity, the Railway Minister proposed a non-lapsable fund for socially desirable projects under the name of ‘Pradhan Mantri Rail Vikas Yojana’. She also proposed an increase of Rs. 771 crore to connect the underdeveloped areas of Orissa, Jharkhand, Chattisgarh, Bihar and Maharashtra through rail network. A non-lapsable Fund for Railway projects in the northeast region has also been proposed and all the state capitals of the region except Sikkim will be connected by railway network in the next seven years.
10,000 shelter units proposed for track side dwellers in Mumbai, Sealdah, Siliguri, Tiruchirapalli on pilot basis.
As a unique initiative for the welfare of the poor the Minister proposed construction of 10,000 shelter units for track side dwellers in Mumbai, Sealdah, Siliguri, Tiruchirapalli on pilot basis.
Concession to physically handicapped persons to be extended on Rajdhani and Shatabdi trains
The Minister proposed extension of concessions for physically handicapped persons in Rajadhani and Shatabdi Trains. Now Press correspondents will also be entitled to avail 50 % concession with family twice in a year instead once in a year. At present the concession for senior citizens is extended to both men and women at 60 years of age, the Railway Minister proposed to reduce the age to 58 years in the case of women, besides increasing senior citizens concession from 30% to 40%.
Concession of 50% to press correspondents with family increased to twice a year.
The Railway Budget also proposes to increase the facility for press correspondents whereby now they will be entitled to avail 50% concession with family twice a year.
Senior Citizens concession to be hiked from 30 % to 40 %
Minister of Railways, Mamata Banerjee also proposed that in the case of women the age for getting the senior citizens’ concession will be reduced to 58 years instead of 60 years; and the concession for senior citizen men has been increased from 30% to 40%.
Medical facilities extended to dependent parents of the Railway employees
Scholarship for Girl child of Group-D railway employees increased to Rs.1200 per month.
20 additional hostels for children of railway employees to be set up
Recruitment for 1.75 lakh vacancies of Group ‘C’ and ‘D’ including to fill up backlog of SC/ST initiated, 16,000 ex-servicemen to be inducted by March 2011.
Highlighting the efforts being made for the recruitment of staff in railway the Minister said that 1.75 lakh posts in Group ‘C’ and ‘D’ are being filled up and steps have been taken to fill up about 13,000 posts in Railway Protection Force. These mega recruitment drives will cover the backlog of SC/ST/physically handicapped quota. She also announced that the railways is inducting 16,000 ex-servicemen by end of March 2011.

2011-12 declared ‘Year of Green Energy’ for Railways.
Declaring 2011-12 as a ‘Year of Green Energy’ for Railways the Minister proposed free supply of 14 lakh CFLs to railway households, increase use of solar energy at LC gates, stations etc., use of bio-diesel, CNG and LNG in locomotives.
Freight loading of 993 MT and passenger growth of 6.4 % estimated for 2011-12.
Gross Traffic Receipts at Rs.1,06,239 crore, exceeding one lakh crore mark for the first time estimated.
Ordinary Working Expenses assessed at Rs. 73,650 crore.
Stating that the Indian Railways is passing through difficult financial phase she said that, 6th Pay Commission’s Recommendations have heavily impacted internal resource generation of the Railways. Disruption of train movements during 2010-11 resulted in a loss of about Rs.1,500 crore and another Rs. 2000 crore due to the ban on export of iron ore. As a result, the loading target had to be reduced by 20 million tonnes to 924 million tonnes. However, in the revised estimates, goods earnings have been retained at the budget level based on trends of higher yield per Net Tonne Kilometer (NTKM). The total gross earnings have now been fixed at Rs. 94,742 crore which is Rs. 177 crore higher than the budget. With the reduced traffic suspense clearance of Rs. 98 crore , Gross Traffic Receipts is higher than the budget target by Rs. 75 crore at Rs. 94,840 crore.
Kavi Guru Express & Vivek Express Trains to be Launched to Mark the 150th Birth Anniversary of Rabindranath Tagore & Swami Vivekananda
To commemorate the 150th birth anniversary of Kavi Guru Rabindranath Tagore this year, the Minister of Railways Mamata Banerjee has announced the introduction of Kavi Guru Express Trains to pay homage to the great poet. Presenting the Railway Budget for 2011-12 in the Lok Sabha today, the Railway Minister said that Kavi Guru Express Trains will run on the following routes:
1. Howrah-Azimganj Express (daily) via Sagardighi
2. Guwahati-Jaipur Express (weekly) via Kasganj-Faizabad-Gorakhpur- Kokrajhar
3. Howrah-Bolpur Express (daily)
4. Howrah-Porbander Express (weekly)
The Minister also announced that the new trains called “Vivek Express” will be introduced to mark the 150th birth anniversary of Swami Vivekananda which will be celebrated in 2013. The first four such trains will be introduced on the following routes:
1. Dibrugarh-Thiruvananthapuram-Kanniyakumari Express (weekly) via Kokrajhar
2. Dwarka-Tuticorin Express (weekly) via Wadi

Special Tourist Trains Janam Bhoomi Gaurav to be Launched
Four special tourist trains “Janam Bhoomi Gaurav” will be launched to take forward the efforts of promoting Rail Tourism. Presenting the Railway Budget for 2011-12 in the Lok Sabha today, the Minister of Railways Mamata Banerjee said that these special trains will connect important historical and educational places in various parts of the country. These proposed Janam Bhoomi Gaurav trains will run on the following routes:
1. Howrah-Bolpur-Rajgir (Nalanda)-Pataliputra (Patna)-Varanasi (Sarnath)-Gaya-Howrah
2. Bangalore-Mysore-Hassan (Space Facility, Belur, Halebid, Shravanbengola)-Hubli-Gadag(Hampi)-Bijapur (Gole Gumbaz)-Bangalore
3. Chennai-Puduchcheri-Tiruchichirappali-Madurai-Kanniyakumari-Thiruvananthpuram-Ernakulam-Chennai

1000 Km Train Routes to be Electrified in 2011-12
Presenting the Railway Budget for 2011-12 in the Lok Sabha today, the Minister of Railways Mamata Banerjee announced that 1000 km of three sections will be electrified during the ensuing financial year. The sections on which electrification work will be taken up are as follows:
1. Vizianagaram-Rayagada-Titlagarh-Raipur
2. Rosa-Sitapur-Burhwal
3. Alwar-Rewari
Besides this, feasibility study for the electrification of the following sections will be undertaken:
i. Ahmedabad-Palanpur-Phulera-Ringus-Rewari-Delhi including Kandla/Mundra Port-Gandhidham-Bhildi-Palanpur and
ii. Amla-Chindwara-Kalumna
The Minister also informed that Railways would exceed the original XI Plan target of 3500 route-km of electrification.
Partnership With Tourism Ministry to Improve Looks of Some Railway Stations
The looks and approaches of some selected railway stations will be improved under a partnership with the Ministry of Tourism. Presenting the Railway Budget for 2011-12 in the Lok Sabha today, the Minister of Railways Mamata Banerjee said that based on the experience this year, this partnership will be expanded and the cost will be shared on equal basis. The stations are; Hyderabad, Hospet, Agra, Rae Bareli, Belur, Varanasi, Kamakhya, Haridwar, Dooars, Gaya, Madurai, Tarapith, Thiruvananthapuram, Furfura Sharief, Amritsar, Aurangabad, Nanded, Puri, Tarakeshwar, Rameshwaram, Tirupati, Guwahati, Jaipur and Ajmer.
Central Organisation for Project Implementation Set Up
A Central Organization for Project Implementation (COPI) will be set up with offices in Delhi, Kolkata, Mumbai and Bangalore to ensure timely project execution and proper utilization of funds allotted for works.
Presenting the Railway Budget for 2011-12 in the Lok Sabha today, the Minister of Railways Mamata Banerjee said that COPI will ensure uniformity of systems and methodologies, follow the best practices and optimize on resources.
Core groups in the four COPI offices will monitor and ensure that the funds allocated to different projects are fully utilized and not surrendered or diverted and projects are completed in a given time-frame. These offices will also ensure accountability and fix responsibility for non-performance.

The Minister of Railways also informed the Lok Sabha that the Railways will meet the target of 800 km for Gauge Conversion during 2010-11. There are 15 sections which have either been completed or will be completed during 2010-11. For 2011-12 a target of 1,017 km has been fixed for Gauge Conversion.
She also said that the target for Doubling, which was fixed at 700 km, will also be met during 2010-11. Under this the work on 52 sections has been either completed or will be completed. For 2011-12, 35 sections covering 867 km are proposed to be doubled.
The Minister of Railways said that of the 251 updating surveys/new surveys for new lines/gauge conversion/doubling, which she had announced in the last two budgets, 12 surveys have been completed or will be completed by the end of this financial year. These lines will also be taken up in the 12th Plan.

More special tourist trains are a wonderful idea. Recently we went on Buddhist Circuit Special Train and we enjoyed it thoroughly. We want to take more such journeys. Our problems seem to be:
1. We will have to go to the starting station from New Delhi. How can this be made hassle-free or can it be included in the package, even by charging extra? We want to be picked-up from New Delhi.
2. We (including my wife) are senior citizens. We did not get any concession on the Buddhist Circuit train. Can the senior citizens concession be extended to such journeys? It will help and motivate a lot as these journeys are rather expensive.
for railway employee get benifited by providing medical facilities to parents, but what about passes ?
