The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce & Industry, Government of India, has issued a significant public notice, Public Notice No. 47/2023-DGFT, dated 7th March 2024. This notice introduces enabling provisions for the import of inputs subjected to mandatory Quality Control Orders (QCOs) by Advance Authorisation holders and Export Oriented Units (EOUs).
Detailed Analysis
The Public Notice establishes a new Appendix, Appendix 2Y, under the Foreign Trade Policy (FTP) of 2023. This appendix outlines the list of Ministries/Departments whose notifications on mandatory QCOs are exempted by the DGFT for goods utilized or consumed in the manufacture of export products. Notably, this exemption aims to streamline and facilitate the import process for specified inputs crucial for export-oriented manufacturing.
Two key Ministries/Departments listed in Appendix 2Y are the Ministry of Steel (MoS) and the Department for Promotion of Industry and Internal Trade (DPIIT). The inclusion of these entities signifies a concerted effort to support industries reliant on steel and other crucial materials subject to QCOs.
The effect of this Public Notice is profound. It underscores the commitment of the Government of India towards fostering a conducive environment for export-driven industries. By exempting specified QCOs, the DGFT aims to reduce bureaucratic hurdles and enhance the ease of doing business for entities holding Advance Authorisations and EOUs.
Conclusion
In conclusion, the issuance of Public Notice No. 47/2023-DGFT represents a proactive step by the Government of India in facilitating international trade. By creating enabling provisions for the import of QCO-exempted inputs, the DGFT demonstrates its responsiveness to the needs of exporters and the imperative of maintaining competitiveness in the global market. This measure is poised to benefit a wide spectrum of industries and contribute to India’s export growth trajectory.
