On June 24, 1999, the Government of India issued Circular No. 36/99-Cus to streamline export and import cargo clearance procedures at air cargo complexes nationwide. This circular amends Circular No. 89/98-Cus, dated December 3, 1998, by addressing queries on the applicability of Paragraph 2(c) to air cargo complexes other than New Delhi’s. It clarifies that the provisions apply universally to all such complexes in India. Furthermore, the operational hours for cargo processing were revised. Export cargo will now be accepted at all terminals until 9:00 PM, while import cargo delivery will be allowed up to 8:00 PM. These changes aim to enhance efficiency and provide greater flexibility for stakeholders involved in international trade. The circular directs authorities to notify officers of these updates through standing orders and to report any difficulties in implementation to the Board for resolution.

Subject : Simplified procedure for clearance and examination of export and import cargo at Air Cargo Complexes.
I am directed to refer to Board”s Circular No. 89/98-Cus., dated the 3rd December,1998 on the subject mentioned above and to say that doubts have been raised regarding applicability of Paragraph 2(c) of the said Circular to the Air Cargo Complexes other than the Air Cargo complex, New Delhi.
2. The issue has been examined by the Board and it is clarified that the said Circular is applicable to all the Air cargo Complexes. Further, it has been decided to substitute Para 2 (c) of the said Circular as follows:- “2(C):- Henceforth export cargo will be received in all the cargo terminals upto 9.00 PM and delivery of import cargo will also be allowed upto 8.00 PM.” 3. These changes may kindly be brought to the notice of all officers by way of issuing suitable standing order. The difficulty, if any, may kindly be brought to the notice of the Board.
