The Central Board of Indirect Taxes and Customs (CBIC) has issued an instruction to all customs authorities, clarifying that aerospace-grade hydrogen peroxide imported for non-commercial R&D applications is exempt from the Hydrogen Peroxide (Quality Control) Order, 2022. This decision follows a request from the Satcom Industry Association (SIA) and a consultation with the Bureau of Indian Standards (BIS). The Ministry of Chemicals and Fertilizers confirmed that the existing Indian Standard, IS 2080:2021, does not include any specific categories or standards for aerospace-grade hydrogen peroxide used in space R&D. Consequently, the government has decided to grant this specific exemption to facilitate research and development activities in the aerospace sector. Customs officers are being sensitized to ensure proper implementation of this exemption.

Madam/Sir,
Reference is invited to the O.M. dated 04.09.2025, issued from file No. C-I-43/3/2024-PCPIR-CPC, by the Deputy Secretary (Chemicals), Ministry of Chemicals and Fertilizers, on the above subject (Copy enclosed).
2. It has been informed by the Ministry of Chemicals and Fertilizers that the Indian Standard does not include any categorization or specification for Aerospace Grade Hydrogen Peroxide for space R&D. Accordingly, it has been decided to grant exemption on the import of Aerospace Grade hydrogen for non- commercial R&D applications from Hydrogen Peroxide (Quality Control) Order, 2022.
3. In view of the above, it is requested that necessary action may be taken to sensitize officers under your jurisdiction regarding the said matter.
4. The difficulties, if any, may be brought to the notice of the Board.

Subject: Exemption From Quality Control Order (QCO) On Import of Aerospace Grade Hydrogen Peroxide for Non-Commercial R&D Application – Reg.
The undersigned is directed to say that this Department has received a representation from Satcom Industry Association (SIA) requesting for Exemption on Import of Aerospace-Grade Hydrogen Peroxide for Space R&D from the applicability of BIS standard IS 2080:2021, made mandatory through QCO Notification no S.O. 4000(E) dated 24.08.2022. Accordingly, the matter was examined in consultation with Bureau of Indian Standards (BIS).
2. BIS has mentioned that the Indian standard does not include any categorization or specification for Aerospace Grade Hydrogen Peroxide for space R&D. Accordingly, it has been decided to grant exemption on the import of Aerospace Grade hydrogen for noncommercial R&D applications from Hydrogen Peroxide (Quality Control) Order, 2022.
3. It is requested that necessary instructions may accordingly be issued to Customs field formations.
4. This issues with the approval of Competent Authority.
