The Ministry of Commerce and Industry, Department of Commerce (SEZ Division), issued a circular dated February 12, 2026, revising user charges for SEZ-Online services with effect from January 1, 2026. The revision follows representations from NSDL, which manages the SEZ-Online system, stating that migration of import-export and related transactions from SEZ-Online to ICEGATE significantly reduced its revenue, making operations unremunerative. After examining the matter and considering recommendations of a committee chaired by the Development Commissioner, Cochin SEZ, the government approved revised transaction and service charges. The updated rates include ₹50 per transaction for Bills of Entry, Shipping Bills and related filings; ₹20 per Softex invoice; annual AMC fees of ₹7,500 for units and ₹15,000 for developers; one-time registration fees of ₹25,000 for units and ₹50,000 for developers; and ₹10 per invoice for procurement of services from DTA. The revised rates supersede the earlier communication dated December 2, 2021.

CIRCULAR
The Department of Commerce (DoC) has received multiple representations from NSDL which has been managing SEZonline system for the management and administration of SEZs. It has been highlighted that consequent to migration of import-export and other related transactions for goods from SEZonline to ICEGATE, revenue stream of NSDL has been adversely impacted and it has become unremunerative to manage operations. In view of the above, NSDL has sought revision of service charges in line with the recommendations made by the Committee chaired by the Development Commissioner, Cochin SEZ.
2. The matter has been examined in detail, and after due consideration of the issues raised by NSDL, it has been decided that the revised user charges for SEZ-Online services shall be as under, with effect from 01.01.2026: –
