Subject : Dilapidated condition of Government Hospitals, Primary Health Centers and other Medical Facilities across Country

While complimenting the Union Government for its speedy steps taken to ensure availability of medical and other facilities on war footing basis to protect the Countrymen from Coronavirus pandemic, we crave leave to invite your kind and immediate attention towards dilapidated condition of Government Hospitals, District Clinics, Primary Health Centers and other similar infrastructure and facilities mainly in rural India, which is defeating your vision and object to provide medical facilities to all people of India. More so at a time when the pandemic has entered small towns & villages where the public healthcare system plays an important rote to protect the people from medical emergencies. At this crucial juncture, we offer to assist both Central and State Governments as an extended arm to fight the pandemic through our trade associations across the country for ensuring effective monitoring, regulating and smooth running of these medical centers in different States. There are more than 40 thousand Trade Associations across the Country spread in far flung areas which are actively involved in various activities at the ground level.

In this context, we invite your kind attention towards various ground reports of several media channels whose reporters have visited a large number of villages, small towns and Districts in various States and have captured the real picture of these medical centers. In most of the cases either the centers were found closed or were using as a storage point for animal feed items, the medical stretcher used for movement of patients are being using for carrying sand, the buildings of most of the medical centers were found in a very shabby condition, ongoing hospitals were having leakages of rainy water where patients are in critical care on oxygen support. At several places, the doctors or the para medical staff were not available, the patients were lying en floors and a highly mismanaged medical system. We were shocked and astonished to see that at several places the Ventilators given under “PM Care Fund” were lying either unutilized or kept in stores in a most unstructured manner due to lack of ICU set ups. Moreover, at some places, the In charge Doctors or CMOs were having very casual attitudes.

It is a matter of great regret that at a time when the Union Government has taken the matter on its highest priority having a clear vision to make available the medical facilities in the shortest period, the medical infrastructure in States particularly at the level of villages an small towns, instead of multiplying the efforts of the Central Government are defeating the basic purpose which is much contrary to the claims being made by the State Governments. If such a situation continues then probably the hot spot of coronavirus in villages and small towns will not be controlled.

In order to bring the pandemic under control, it is necessary that an audit of all types of medical facilities available in every State should be conducted immediately and States should be advised to take immediate steps to restore the medical facilities within a time bound period. We also suggest that all such medical centers or the facilities may be handed over to Trade Associations of the respective area for its smooth functioning and management of the medical centers purely for charity purposes. under a defined Public Private Partnership (PPP) program to ensure availability of medical facilities to each and every person in the shortest time.
