4,688 Companies struck off in Jharkhand: Govt

The Ministry of Corporate Affairs (MCA) provided a response to a question about the removal of non-operational companies from government records, specifically addressing the state of Jharkhand. The MCA stated that 4,688 companies have been struck off in Jharkhand, with district-wise details provided. To simplify and make the registration and cancellation processes more transparent for entrepreneurs nationwide, including those in Jharkhand, the Ministry has implemented several reforms. The Central Registration Centre (CRC), established in 2016, processes incorporation-related e-forms and offers 11 services, including PAN, TAN, and GST registration, to reduce the time and number of steps needed to start a business. Additionally, the Centre for Processing Accelerated Corporate Exit (C-PACE) has been set up to centralize and expedite the voluntary strike-off process for companies and Limited Liability Partnerships (LLPs). When asked about linking the MCA portal with MSME registration portals in Jharkhand, the Ministry confirmed there is no such proposal under consideration.

Removal of non-operational companies from Government record

Will the Minister of CORPORATE AFFAIRS be pleased to state:

a. the total number of non-operational companies from the State of Jharkhand currently removed from Government records, the details thereof, district-wise;

b. whether the Ministry is working on any policy reforms to simplify and make the registration/cancellation process transparent for the convenience of entrepreneurs in States like Jharkhand, if so, the details thereof; and

c. whether the Ministry is taking any steps to link the registration portals related to MSMEs in the State of Jharkhand with the MCA in order to provide companies with a unified solution

a. 4,688 companies have been struck off in Jharkhand. The district-wise details are at Annexure.

b. Central Registration Centre (CRC) was established in 2016 under Section 396 of the Companies Act, 2013 for speedier processing of incorporation related e-forms i.e. reservation of name and incorporation of companies. The process has been simplified and 11 services including that of allotment of PAN, TAN, DIN, EPFO Registration, ESIC Registration, GST number, Bank Account etc. are being provided through the web-form. This has resulted in reduction in the number of processes and time taken for Starting a Business in the country.

The Centre for Processing Accelerated Corporate Exit (C-PACE) has also been established to centralize and speed up the voluntary strike off process of companies u/s 248(2) of the Companies Act, 2013 in a fast-track mode in order to facilitate ‘Ease of Doing Business’ in India. The Ministry has also centralized the striking off of Limited Liability Partnerships (LLPs) by empowering the CPACE for processing of e-Forms related to striking off of LLPs, vide notification no. G.S.R. 475(E) dated 05.08.2024.

The above facilities are available for the convenience of the entrepreneurs across the country including those of Jharkhand.

c. No such proposal under consideration before the Central Government.
