Attention is invited to Public Notice No. 33 dated 01.10.99 which allows the competent authority to issue EPCG licences to the applicant on the basis of fixation of nexus by Hqrs, EPCG Committee. It has come to the notice of Directorate General of Foreign Trade that the request for all kinds of amendment are made to HQ, EPCG Committee in respect of licenses issued by RLA/ZLA. Many such amendments are or minor nature and referring such cases to Hqrs may result into delay in import or clearance of the capital goods.
In exercise of powers conferred by section 5 of the Foreign Trade (Development and Regulation) Act, 1992 (No. 22 of 1992) read with paragraph 4.11 of the Export and Import Policy, 1997-2002 (incorporating amendment made upto 31.3.99), the Central Government hereby makes following amendments in Schedule 2, Table-B of the book titled ITC(HS) Classifications of Export and Imports items, 1997-2002.
In exercise of powers conferred under paragraph 4.11 of the Export and Import Policy, 1997-2002, as notified in the Gazette of India extraordinary, Part-II Section3- Sub-section (ii) vide S.O.No.283(E) dated 31.3.97, the Director General of Foreign Trade hereby makes the following amendment in the Handbook of Procedures(Vol.1) (RE-99), 1997-2002.
Modifications to Export and Import Policy 1997-2002 include new product additions in chemicals, engineering, textiles, and miscellaneous goods.
Wherever the prescribed documents includes the submission of original documents, the units affected by the super cyclone may submit duplicate copies of the document duly attested by the Bank/Customs authorities, as the case may be, for claiming any licence and also for discharge of export obligation. No cut, which is normally applicable when an applicant submits the duplicate documents, shall be applicable in such cases.
All Export House, Trading House, Star Trading House and Super Star Trading House, affected by the super cyclone in Orissa, who have been granted recognition during or prior to AM99-2000 and have become eligible for renewal of status during AM2000-AM2001, shall be granted recognition status automatically irrespective of their export performance during 1999-2000 as prescribed under paragraph 12.5 of the Policy.

Public Notice No. 43 (RE-99) extends application deadlines and revalidation dates to 31st December 1999 and beyond due to disruptions in regional licensing.
The description under Serial number 1 of fish and fish product was amended to specifically include fish meat only under Public Notice No. 55(RE-99) dated 11.11.98, the same shall only cover fish meat w.e.f. 11.11.98 and therefore other variety of meat shall not be eligible for DEPB benefit between 11.11.98 to 7.5.99. From 8.5.99 meat products shall be eligible for DEPB rate under Serial number 15 of food product as given in Appendix 28A.
